Vietnam Toluene Import Guide
Introduction
To help global large petrochemical enterprises, chemical groups, coal chemical enterprises and bulk chemical traders efficiently expand into the Vietnamese market, CRI releases the “Vietnam Toluene Import Guide 2023-2026.” The guide provides an overview of the Vietnamese toluene industry, import market, and import company information for the period.
The types of importing companies are diverse, including chemical raw material manufacturers, paint and solvent producers, fuel and blended oil enterprises, chemical traders. This guide features the top 10 importing companies, including company profiles, contact information, and important information such as import volume, value, price, import resources, and major suppliers for 2023-2026 (including Excel data source).
The publication of the “Vietnam Toluene Import Guide 2023-2026” aims to provide toluene producers with precise customer acquisition channels, helping them expand into the Vietnamese market more efficiently. It also provides valuable decision-making insights for international trading companies and investment institutions, helping them optimize their regional supply chain strategies. This guide will help suppliers stay abreast of market trends in Vietnam, mitigate potential risks and enhance their international competitiveness.
Industry Overview
Toluene is a key basic chemical feedstock among aromatic hydrocarbons, widely utilized in the production of solvents, coatings, inks, adhesives, as well as chemical products such as polyurethane, TDI, and benzoic acid.
In recent years, with the continuous development of Vietnam’s manufacturing, construction and chemical industries, the domestic demand for aromatic chemical raw materials such as toluene has steadily increased, and the overall toluene market has shown an expansion trend.
Vietnam’s domestic toluene production capacity is relatively limited, and its domestic petrochemical industry remains in a developmental stage. Currently, the primary sources for toluene imports include major Asian petrochemical-producing nations such as South Korea, Japan, Singapore, China, and Thailand.
Toluene consumption in Vietnam is primarily concentrated in sectors such as coatings and solvents, adhesives, inks, rubber processing, and fine chemical manufacturing. The coatings and inks industry has benefited from the rapid development of Vietnam’s real estate development, infrastructure construction, and furniture export industries, resulting in relatively stable demand for toluene solvents.
Vietnam’s toluene market is primarily composed of import traders, chemical distributors, and downstream manufacturing enterprises. The market as a whole is characterized by an “import-centric, trade-and-distribution-driven core, and downstream manufacturing demand-led” structure.
Looking ahead, against the backdrop of Vietnam’s ongoing industrialization and the continued relocation of manufacturing operations to the region, demand for coatings, chemical materials, and industrial solvents is expected to sustain its growth trajectory, thereby driving a further expansion in the scale of toluene consumption.
Import Market Overview
Vietnam has a high dependence on toluene imports.
According to CRI analysis, Vietnam’s domestic capacity for the deep processing of aromatics is limited; consequently, a persistent supply deficit exists for basic chemical raw materials—such as toluene—resulting in a high degree of import dependence that typically remains at elevated levels.
According to CRI statistics, approximately 114 buyers in Vietnam imported toluene in 2024, totaling US$ 100 million, an increased of 15.4%. In 2025, Vietnam’s total Toluene imports reached US$ 75.67 million.
China, Thailand and Taiwan are Vietnam’s top three sources for toluene imports.
According to CRI analysis, China, Thailand, Taiwan, South Korea and Singapore were the top five sources of Vietnam’s toluene imports, accounting for approximately 41.8% , 35.3% , 12.1%, 9.0% and 1.0% of total imports respectively in 2025.
CRI predicts, In the short term, domestic aromatics production capacity is unlikely to expand rapidly; consequently, the volume of toluene imports is expected to continue growing. In the medium to long term, as Vietnam’s petrochemical industry gradually upgrades, its import dependence may decrease, but it will remain an important regional market for toluene imports for a considerable period.
Overview of Foreign Investment in Vietnam’s Toluene Industry
Investment Background
Vietnam’s toluene sector holds strong appeal for foreign investment, driven primarily by a significant supply-demand gap and continuously growing downstream demand.
On one hand, Vietnam’s domestic aromatics industry possesses a relatively weak foundation. Despite the presence of large-scale refining and petrochemical complexes—such as the Nghi Son Refinery and Petrochemical Complex and the Dung Quat Refinery—the sector remains predominantly focused on fuel-oriented refining; consequently, its capacity for deep processing of aromatics is limited, resulting in a long-standing reliance on toluene imports.
On the other hand, bolstered by the relocation of manufacturing operations, the expansion of the construction sector, and the growth of export-oriented industries (such as furniture, electronics, and packaging), demand for coatings, adhesives, and chemical intermediates continues to rise, thereby driving steady growth in toluene consumption.
Investment Advantages
1. Political stability and rapid economic development. The Vietnamese government has strong governing capabilities, consistent policies, and a focus on economic development and improving people’s livelihoods.
2. Relatively low labor costs.
3. Strategically located in the eastern part of the Indochina Peninsula, with a 3,260-kilometer coastline and numerous ports, transportation is convenient.
4. Relatively relaxed policies and regulations provide foreign investors with comprehensive legal protections and generous preferential policies.
5. Vietnam has a high level of openness to the outside world, with 19 free trade agreements signed or in progress. Investors can use platforms such as RCEP and the China-ASEAN Free Trade Area to explore a broader international market.
Investment Regulations
According to the law on investment of Vietnam and other relevant regulations, the production and sale of chemical products in Vietnam is not classified as a sector restricted or prohibited for foreign investment. Foreign-invested enterprises may enter the market by establishing either a wholly foreign-owned enterprise or a joint venture. When engaging in chemical production or trading activities, enterprises are required to complete investment registration and business registration procedures, as well as comply with relevant Vietnamese regulations regarding chemical management, product quality standards, and production safety.
