It also provides valuable decision-making insights for international trading companies and investment institutions, helping them optimize their regional supply chain strategies. This guide will help suppliers stay abreast of market trends in Vietnam, mitigate potential risks and enhance their international competitiveness.

Industry Overview

The Vietnamese cream market falls within the broader dairy products and food ingredients sector, characterized by expanding consumption scenarios, demand driven primarily by industrial users, and a high reliance on imports for supply.

With the continued expansion of Vietnam’s dairy market, the development of the baking and catering chain industry, and the increasing acceptance of Western-style desserts, coffee drinks, and high-value-added dairy products among consumers, the demand for butter is steadily growing.

Cream consumption in Vietnam is primarily B2B-driven, concentrated mainly in sectors such as baked goods, chain restaurants, hotels, coffee beverages, ice cream, and food processing. The continued expansion of Vietnam’s food service market and baking sector provides significant demand support for the cream industry.

Similar to other dairy product sub-markets, Vietnam’s cream industry is still limited by its local milk source base and deep processing capabilities, resulting in a relatively limited supply of high-quality local cream and a high degree of market dependence on imported products.

Vietnam’s cream industry is currently in a phase of expansion, driven by the upgrading of dairy consumption and the growing penetration of Western-style foods. The industry’s growth is primarily fueled by rising demand within the baking and dining sectors, the expanding capacity of the food processing industry, and increased consumption of high-quality dairy products.

Looking ahead, as domestic dairy processing capabilities improve and consumption scenarios become increasingly diversified, the cream market is poised to sustain its growth trajectory.

Import Market Overview

Vietnam’s demand for Cream imports is increasing, leading to expanded imports.

According to CRI analysis, the Vietnamese market for imported butter is broadly characterized by demand driven by downstream food manufacturing and the food service sector, a shortage of high-quality domestic supply, and a high degree of reliance on imports. In recent years, driven by the growing popularity of Western-style dining and the expansion of the dairy market, demand for butter as a raw material has continued to rise..

According to CRI statistics, approximately 53 buyers in Vietnam imported cream in 2024, totaling US$ 44.71 million, an increase of 10.1%. In 2025, Vietnam’s total cream imports reached US$ 62.00 million, an increase of 38.7% year-on-year.

New Zealand, Australia and France are Vietnam’s top three sources for cream imports.

According to CRI analysis, New Zealand, Australia, France, Iceland and Poland were the top five sources of Vietnam’s cream imports, accounting for approximately 58.5%??10.5%??7.3%??6.8% and 5.1%  of total imports respectively in 2025.

Looking ahead, with the upgrading of Vietnam’s catering consumption and the continued expansion of the dairy market, the demand for butter raw materials will maintain steady growth.

Overview of Foreign Investment in Vietnam’s Cream Industry

Investment Background

The Vietnamese cream industry’s appeal to foreign investors stems primarily from two factors: First, domestic milk sourcing and the infrastructure for advanced cream processing remain relatively underdeveloped, resulting in a long-standing reliance on imports. Second, the Vietnamese government is actively driving the dairy sector toward an upgrade focused on establishing a complete value chain and enhancing high value-added processing capabilities. This implies that significant opportunities still exist for foreign capital to participate in areas such as dairy raw material supply, advanced processing technologies, product formulation R&D, and localized manufacturing.

Future investment opportunities are primarily concentrated in high-end baking and foodservice cream supply, specialized dairy fat ingredients for the food industry, local packaging and processing, as well as supply chain integration centered on cold-chain warehousing and distribution networks.

Investment Advantages

1. Political stability and rapid economic development. The Vietnamese government has strong governing capabilities, consistent policies, and a focus on economic development and improving people’s livelihoods.

2. Relatively low labor costs.

3. Strategically located in the eastern part of the Indochina Peninsula, with a 3,260-kilometer coastline and numerous ports, transportation is convenient.

4. Relatively relaxed policies and regulations provide foreign investors with comprehensive legal protections and generous preferential policies.

5. Vietnam has a high level of openness to the outside world, with 19 free trade agreements signed or in progress. Investors can use platforms such as RCEP and the China-ASEAN Free Trade Area to explore a broader international market.

Investment Regulations

According to Vietnam’s investment law and other regulations, dairy products and food processing in Vietnam are not among the sectors restricted or prohibited from foreign investment. Foreign-invested enterprises may enter the market by establishing either wholly foreign-owned enterprises or joint ventures. When engaging in production or trading activities, enterprises are required to complete the necessary investment registration and business registration procedures, as well as comply with Vietnamese regulations regarding quality standards for food products.
