<p>In Thailand, seasonal rainfall occurs in the form of the southwest monsoon, which usually begins its heaviest rainfall pattern in June and continues through September. The germination and growth of Thai <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> is largely dependent on these seasonal rains. Seasonal rains favor early planting and enhance <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> yields.</p>
<p>In 2022, Thailand exported 7.69 million tons of <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>, exceeding the Ministry of Commerce&#8217;s target of 7.5 million tons. Exports rose 25.77 percent from 6.12 million tons in 2021, while the value in Thai baht terms increased 28.48 percent to 138.45 billion baht ($4.02 billion). 2022 saw Thailand become the world&#8217;s second-largest <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> exporter after India, which exported 21.9 million tons.</p>
<p>Iraq is the largest importer of Thai rice, buying 1.6 million tons last year, up 458 percent from a year earlier. South Africa came in second, importing 775,000 tons (down 2.26 percent), followed by China at 750,000 tons (up 18.8 percent), the United States at 650,000 tons (up 13.2 percent) and Benin at 321,000 tons (down 15.3 percent). According to CRI&#8217;s analysis, in 2022, Thailand&#8217;s total rice production of nearly 18.86 million tons meets demand for domestic consumption, processing, use in poultry and livestock <a href="https://www.cri-report.com/southeast-asia-feed-industry/" data-internallinksmanager029f6b8e52c="2359" title="Research Report on Southeast Asia Feed Industry 2023-2032" target="_blank" rel="noopener">feed</a>, and export.</p>
<p>In terms of price, the average price of Thai rice exports increased by 2.16 percent year-on-year to $521.88 per ton in 2022. The price of broken 5% white rice remained high on the world market, rising to US$523 per ton on January 18 from US$465 per ton in mid-December.</p>
<p>The baht weakens again in 2023. The outlook for the Thai baht is critical for the country&#8217;s rice exports this year. If the baht continues to weaken, Thai rice exports will be competitive in the world market.</p>
<p>A weaker baht, rising domestic consumption stocks in India and Vietnam, and growing demand from the Middle East are key factors helping to drive Thai rice exports. CRI expects the exports volume of Thailand’s rice to reach 9.01 million tons in 2032, growing at a compound annual growth rate (CAGR) of 1.6 percent over the 2023-2032 period.</p>

<p>With the development of China&#8217;s economy and rising living standards, the demand for <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> in the Chinese market is on the rise. <p>In 2021, China&#8217;s total <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> imports were 4.963 million tons, up 68.7% year-on-year; the import value was US$2.23 billion, up 494.4% year-on-year. In the first three quarters of 2022, China&#8217;s total rice imports were 5.054 million tons, already exceeding the previous year&#8217;s total imports, up 41.1% year-on-year, and the import value was US$2.11 billion, up 29.3% year-on-year.</p>

<p>In 2021, the top five source countries for China&#8217;s rice imports by import volume were India, Vietnam, Pakistan, Myanmar and Thailand. Among them, India ranked first in terms of rice import volume with 1.089 million tons, accounting for 21.9%, and the import value amounted to US$370 million, accounting for 16.6%.</p>
<p>According to CRI&#8217;s analysis, the top five source countries for China&#8217;s rice imports remained unchanged in the first three quarters of 2022, but rice imports from Pakistan overtook Vietnam to jump to second place. India remains China&#8217;s largest source of rice imports, with a volume of 2.042 million tons, up 140.5% year-on-year, accounting for 40.4% of total imports, which amounted to US$730 million, or 34.6%.</p>

<p>In terms of import types, the main types of rice imported by China are long-grain rice concentrate and long-grain rice broken.</p>
<p>In 2021, China imported 2.271 million tons of long-grain rice concentrate and 2.20 million tons of long-grain rice broken, which together accounted for 90.1% of total imports, with import values of US$1.19 billion and US$840 million, respectively, accounting for 91.0% of total imports.</p>
<p>In the first three quarters of 2022, the China imported 2.727 million tons of long-grain rice broken rice and 1.832 million tons of long-grain rice refined rice, with import values of US$990 million and US$910 million, respectively.</p>
<p>CRI expects China&#8217;s overall rice imports to continue to rise in the future, and there are still many opportunities in the Chinese market for global rice export trading companies.</p>

<p>Vietnam is rich in <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>, tropical crops and aquatic products and is a major exporter of agricultural products in Southeast Asia, and the third largest exporter of <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> in the world.</p>
<p>According to CRI’s analysis, Vietnam’s <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> export value reached USD3.133 billion in 2021, and <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> has become a bright spot in Vietnam’s agricultural products exports. This is a remarkable achievement of the rice industry for many years, especially in the context of natural disasters and COVID-19 epidemic that hit Vietnam’s agriculture in 2020 in terms of production and export.</p>
<p>In 2021, Vietnam’s total rice production was about 44 million tons, meeting the demand for domestic consumption, processing, poultry and livestock <a href="https://www.cri-report.com/southeast-asia-feed-industry/" data-internallinksmanager029f6b8e52c="2359" title="Research Report on Southeast Asia Feed Industry 2023-2032" target="_blank" rel="noopener">feed</a>, and export, etc. In 2020, its rice exports grew against the backdrop of a decline in exports of many of Vietnam’s long-dominant agricultural products due to the COVID-19 epidemic. In 2021, rice exports increased from 5.28 million tons to 6.57 million tons.</p>
<p>In terms of price, the average price of Vietnam&#8217;s rice exports in 2021 dropped 3.83 percent year on year to $477 per ton. At the beginning of 2021, Vietnamese rice prices still maintained the highest position. On March 25th, Vietnamese rice with a 5% breakage rate rose to $515-520 per ton, Thai rice of the same variety to $500-518 per ton and Indian rice to $398-403. In January 2021, Vietnam&#8217;s rice export price reached $551.7 per ton.</p>
<p>Since the EU-Vietnam Free Trade Agreement (EVFTA) came into force on August 1, 2020, the rice exports have rapidly seen an upturn. According to EVFTA, the EU provides Vietnam with 80,000 tons of rice for export at 0% tax rate annually (including 30,000 tons of milled rice, 20,000 tons of unmilled rice and 30,000 tons of aromatic rice).</p>
<p>For rice from Vietnam, the EU will reduce the import duty rate to zero in the coming years. Taking advantage of the above, from September 2020, Vietnam started to sell rice to the EU at a much higher price than before. Specifically, before EVFTA came into effect, the prices of ST20 rice and Jasmine rice exported to the EU were USD800 and USD520 per ton, respectively, while now the prices are over USD1,000 and USD600, respectively.</p>
<p>According to CRI’s analysis, there are three reasons for the rise in Vietnam’s rice prices. Firstly, the government issued an agricultural restructuring proposal, by which the rice structure has been strongly adjusted, changing the rice cultivation protocols, i.e., paying more attention to improving rice quality rather than increasing production.</p>
<p>Around 2015, Vietnam’s quality rice seeds accounted for only 35%-40% of the total seeds, while in 2020 the Chart reached 75%-80%, and even in some places, the usage rate of quality rice seeds is as high as 90%.</p>
<p>Secondly, Vietnam has signed many FTAs such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Europe-Vietnam Free Trade Agreement (EVFTA) with many countries, which creates conditions for a breakthrough in Vietnam’s rice exports. Third, many industries were affected by the COVID-19 epidemic in 2020, but the market demand for food has not decreased.</p>
<p>According to CRI’s analysis, the Jiulong River Plain is the center of rice cultivation in Vietnam, contributing 50% of rice production and 95% of rice exports to Vietnam’s agriculture.</p>
<p>In 2020, the Jiulong River Plain cultivated more than 1.5 million hectares of rice per season, with an average yield of 6 tons per hectare and an annual rice production of more than 24 million tons. Furthermore, its winter-spring rice production is expected to reach 10 million tons from 2020 to 2021.</p>
<p>CRI expects Vietnam’s rice exports to continue to rise in both volume and value in 2022-2031.</p>

										<content:encoded><![CDATA[<h3>Vietnam&#8217;s Rice Industry</h3>
<p>Vietnam is rich in rice, tropical crops and aquatic products and is a major exporter of agricultural products in Southeast Asia, and the third largest exporter of rice in the world.</p>
<p>According to CRI&#8217;s analysis, Vietnam&#8217;s rice export value reached USD3.07 billion in 2020, and rice has become a bright spot in Vietnam&#8217;s agricultural products exports. This is a remarkable achievement of the rice industry for many years, especially in the context of natural disasters and COVID-19 epidemic that hit Vietnam&#8217;s agriculture in 2020 in terms of production and export.</p>
<p>In 2020, Vietnam&#8217;s total rice production was 42.7 million tons, meeting the demand for domestic consumption, processing, poultry and livestock <a href="https://www.cri-report.com/southeast-asia-feed-industry/" data-internallinksmanager029f6b8e52c="2359" title="Research Report on Southeast Asia Feed Industry 2023-2032" target="_blank" rel="noopener">feed</a>, and export, etc. In 2020, its rice exports grew against the backdrop of a decline in exports of many of Vietnam&#8217;s long-dominant agricultural products due to the COVID-19 epidemic.</p>
<p>Notably, the bright spot of the country’s rice exports was not in terms of production, but in terms of price. According to CRI’s analysis, in 2020, the average price of Vietnam’s rice exports increased by 13%, compared to the same period in 2019, reaching USD496 per ton.</p>
<p>In early December 2020, the price of Vietnam’s rice with 5% crushing was USD493 to USD497 per ton, which is USD20 higher than that of Thai’s rice and USD120 higher than that of Indian rice. This is the highest price in the history of Vietnam&#8217;s rice exports, indicating that the brand value of Vietnam’s rice has increased significantly.</p>
<p>Since the EU-Vietnam Free Trade Agreement (<a href="https://wtocenter.vn/chuyen-de/12781-summary-of-vietnam-eu-free-trade-agreement-evfta" target="_blank" rel="noopener">EVFTA</a>) came into force on August 1, 2020, the rice exports have rapidly seen an upturn. According to EVFTA, the EU provides Vietnam with 80,000 tons of rice for export at 0% tax rate annually (including 30,000 tons of milled rice, 20,000 tons of unmilled rice and 30,000 tons of aromatic rice).</p>
<p>For rice from Vietnam, the EU will reduce the import duty rate to zero in the coming years. Taking advantage of the above, from September 2020, Vietnam started to sell rice to the EU at a much higher price than before. Specifically, before EVFTA came into effect, the prices of ST20 rice and Jasmine rice exported to the EU were USD800 and USD520 per ton, respectively, while now the prices are over USD1,000 and USD600, respectively.</p>
<p>According to CRI&#8217;s analysis, there are three reasons for the rise in Vietnam’s rice prices. Firstly, the government issued an agricultural restructuring proposal, by which the rice structure has been strongly adjusted, changing the rice cultivation protocols, i.e., paying more attention to improving rice quality rather than increasing production.</p>
<p>Around 2015, Vietnam&#8217;s quality rice seeds accounted for only 35%-40% of the total seeds, while in 2020 the Chart reached 75%-80%, and even in some places, the usage rate of quality rice seeds is as high as 90%.</p>
<p>Secondly, Vietnam has signed many FTAs such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Europe-Vietnam Free Trade Agreement (EVFTA) with many countries, which creates conditions for a breakthrough in Vietnam&#8217;s rice exports. Third, many industries were affected by the COVID-19 epidemic in 2020, but the market demand for food has not decreased.</p>
<p>According to CRI&#8217;s analysis, the Jiulong River Plain is the center of rice cultivation in Vietnam, contributing 50% of rice production and 95% of rice exports to Vietnam&#8217;s agriculture.</p>
<p>In 2020, the Jiulong River Plain cultivated more than 1.5 million hectares of rice per season, with an average yield of 6 tons per hectare and an annual rice production of more than 24 million tons. Furthermore, its winter-spring rice production is expected to reach 10 million tons from 2020 to 2021.</p>
<p>CRI expects Vietnam&#8217;s rice exports to continue to rise in both volume and value in 2022-2030.</p>

The Interim Measures for Administration of Import Tariff Quotas for Agricultural Products (hereinafter referred to as the Interim Measures) was a government document formulated by China&#8217;s National Development and Reform Commission and put into force on Feb. 5, 2002. The Interim Measures determines the annual import tariff quotas for agricultural products according to China&#8217;s schedule of concessions on goods in the accession to the WTO. Agricultural imports in quota are subject to low tariff rates while those out of quota are subject to high tariff rates.<br />
According to CRI&#8217;s analysis, by May 2019, the Interim Measures applies to agricultural products including wheat, corn, <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>, sugar, <a href="https://www.cri-report.com/research-report-on-cotton-import-in-china/" data-internallinksmanager029f6b8e52c="1689" title="Research Report on Cotton Import in China, 2022-2030" target="_blank" rel="noopener">cotton</a>, wool and wool top. The import tariff quotas for wheat, corn, <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>, sugar and <a href="https://www.cri-report.com/research-report-on-cotton-import-in-china/" data-internallinksmanager029f6b8e52c="1689" title="Research Report on Cotton Import in China, 2022-2030" target="_blank" rel="noopener">cotton</a> are classified into the quotas to state trading enterprises and the quotas to non-state trading enterprises to give priority to state-owned enterprises. The import of wool and wool top is exclusive to designated companies.<br />
CRI believes that China&#8217;s tariff rate quota administration for agricultural products has both advantages and disadvantages. On one hand, it protects domestic agricultural product market from the impact of large quantities of low-p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> agricultural imports. Low in-quota tariff rates ensure low-cost raw materials to the agricultural product processing enterprises in China. On the other hand, the tariff rate quota administration triggers international trade disputes. For example, in Dec. 2016, the United States filed a lawsuit with the WTO against China&#8217;s administration of the import tariff quotas for wheat, <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> and corn. In Apr. 2019, the United States won WTO ruling against China’s use of tariff-rate quotas for rice, wheat and corn, which it successfully argued limited market access for U.S. grain exports. Besides, some applicants to the import tariff quotas are not agricultural product processing enterprises but trade companies. They resell agricultural products in quota to agricultural product processing enterprises with price markups. Consequently, agricultural product processing enterprises have to pay more for agricultural imports.<br />
According to CRI, the annual import tariff quotas for some agricultural products cannot be used up. For example, in 2018, China&#8217;s corn imports totaled 3.52 million tons, accounting for only 48.90% of the quota quantity of 7.20 million tons; the wheat imports totaled about 3.10 million tons, accounting for only 32.20% of the quota quantity of 9,636,000 tons. Such surpluses are caused by the strict eligibility criteria. Many downstream enterprises (such as <a href="https://www.cri-report.com/southeast-asia-feed-industry/" data-internallinksmanager029f6b8e52c="2359" title="Research Report on Southeast Asia Feed Industry 2023-2032" target="_blank" rel="noopener">feed</a> processing enterprises and food processing enterprises) that fail to obtain the import tariff quotas purchase raw materials from other sources or even purchase agricultural products smuggled into China.<br />
CRI expects that the import tariff quotas for agricultural products will go out of date as China&#8217;s foreign trade develops and China&#8217;s economy becomes more global. However, most of these quotas will continue to exist from 2019 to 2023 because Chinese government needs to protect the domestic agricultural product market and some state-owned enterprises can make profits from reselling tariff quotas.</p>

China is the world’s largest producer and consumer of paddy and <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>. Once a net exporter of paddy and <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>, China became a net <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> importer in 2011, and the world’s largest <a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> importer in 2012. In 2017, it imported 4.03 million tons of paddy and rice. The reasons why China shifted from a traditional rice exporter into the world&#8217;s largest rice importer include: (1) Farming brings little income in China. With the growing economy and rising urbanization level, many rural laborers flow to cities and towns instead of being engaged in agriculture, which leads to sluggish growth in agricultural output; and (2) the prices of domestically grown rice are much higher than those of imported rice. China&#8217;s rice imports are mainly mid-and low-end rice from Vietnam and Thailand. Their prices are only 80% of those of domestically grown rice at the same quality levels or lower.<br />
The Chinese government implements tariff rate quota administration for paddy and rice. The annual quota for 2012 to 2019 is 5.32 million tons. If an importer can obtain the quota, it will enjoy very low import tariffs. However, many private grain traders and food processing enterprises are ineligible for the quota. To reduce costs, they purchase smuggled rice. It is reported that smuggled rice mainly comes from Thailand and Burma via Yunnan and Guangxi, with Nanning city of Guangxi seeing the most rampant rice smuggling in China. In 2017, China Customs handled 57 cases of rice smuggling that involved 394,400 tons of rice. The total value of the involved rice exceeded USD 200 million. It is estimated that at least 2 million tons of rice worth more than USD 1 billion are smuggled to China every year.<br />
As China&#8217;s net annual population growth exceeds10 million, the demand for paddy and rice will keep growing in the coming years. While the profitability of rice planting is decreasing as the prices of pesticides, <a href="https://www.cri-report.com/southeast-asia-chemical-industry/" data-internallinksmanager029f6b8e52c="2195" title="Research Report on Southeast Asia Chemical Industry 2023-2032" target="_blank" rel="noopener">chemical</a> fertilizers, energy and other production factors keep rising. A rural laborer can get a monthly pay of CNY 3,000 (USD 435) or more from an urban job. If he/she works as a farmer in his/her hometown, he/she can hardly earn USD 300 per month, let alone that farming presents heavier workloads. It is expected that as more rural laborers migrate to cities, the number of farmers will keep declining, and the production of main agricultural products including paddy will see slow growth or even negative growth in the coming years. In this context, China will have to import more paddy and rice.<br />
With about 125.84 million tons of rice yields, China&#8217;s reliance on rice imports was about 3.2% in 2017. Considering the smuggled rice, the reliance on foreign rice actually exceeded 5%. It is expected that more foreign paddy and rice will enter China in the coming years. And intensifying smuggling may drag down the import volume, which presents huge opportunities to global rice exporters.</p>
