According to CRI’s analysis, with the development of Southeast Asia’s economy, the infrastructure construction and real estate sectors continue to grow, contributing to the growth of the construction industry.

The development of the construction industry in Southeast Asian countries varies greatly, such as Vietnam and Indonesia, where the construction industry is growing rapidly. While the construction industry in countries such as Myanmar and Cambodia are relatively backward.

Southeast Asia in this report includes 10 countries: Singapore, Thailand, Philippines, Malaysia, Indonesia, Vietnam, Myanmar, Brunei, Laos and Cambodia. With a total population of over 600 million by the end of 2021, Southeast Asia has an overall economic growth rate higher than the global average and is one of the key drivers of future global economic growth.

According to CRI’s analysis, the economic levels of the 10 Southeast Asian countries vary greatly, with Singapore being the only developed country with a per capita GDP of about US$73,000 in 2021. While Myanmar and Cambodia will have a GDP per capita of less than US$2,000 in 2021. The population and minimum wage levels also vary greatly from country to country, with Brunei, which has the smallest population, having a total population of less than 500,000 people in 2021, and Indonesia, which has the largest population, having a population of about 275 million people in 2021. The most economically advanced countries in Southeast Asia do not have a legal minimum wage, with the actual minimum wage exceeding US$400 per month (for foreign maids), while the lowest minimum wage level in Myanmar is only about US$93 per month.

According to CRI forecast, the construction industry in Southeast Asia will continue to grow from 2023-2032. Relatively cheap labor and land costs have attracted a large number of foreign investors to shift production capacity to Southeast Asia, foreign trade has expanded, and the development of industrial real estate, commercial real estate and infrastructure sectors has boosted the construction industry. On the other hand, with the economic growth in Southeast Asia, the real estate industry is also growing rapidly, promoting the development of the construction industry.

The Indian has the second-largest road network across the globe, which consists of state highways (1,56,694 km), national highways (1,32,500 km), and other roads (56,08,477 km). The roads and highways sector in India is undergoing development in recent years, owing to the rising public-private partnerships, as well as adequate government support and investments through the ‘Bharatmala Pariyojana’ initiative. National highways construction in India is forecasted to reach 65,000 km by FY 2022, growing at a compound annual growth rate (CAGR) of ~81.59% during the FY 2019-FY 2022 period. In the Union Budget of FY 2020, the Indian government has allocated a fund of INR 1.12 Tn to the Ministry of Road Transport and Highways for the improvement of road connectivity across the country.
Market segment insights
In FY 2018, the government of India has constructed 1,348 km roads in Maharashtra to ensure smooth transportation of freight to and from the ports. The National Highways Authority of India has allocated various roads and highway construction projects to companies, including Dilip Buildcon (~37.59%), IRB Infrastructure, PNC Infrastructure, and Ashoka Buildcon.
As of 3rd May 2019, ~52% of the public-private partnership projects in India are related to the construction of roads and bridges, especially for fulfilling the ambitious target of the Indian government of completing construction of ~65,000 km roads and highways by the end of FY 2022. Among the national highways built so far in India, ~59% are double lane roads, ~27% are single lane roads, and the rest are four, six, or eight-lane roads, by length.
Key growth drivers of the market
• As of September 2018, roads accounted for ~59% of the overall freight transport across India. The arrival of tourists increased in April 2019 by ~3.5% from that of April 2018. To provide access to drivable roads to car owners, enable smooth freight transport, and cater to the preferences of tourists, the Ministry of Road Transport and Highways have been emphasizing on the construction of roads and highways across the country.

• The Indian government has a keen focus to improve road infrastructure across the country. Under the ‘Bharatmala Pariyojana’ project, the government has initiated the construction of 34,800 km roads and highways by the end of FY 2022, covering different regions of India. The government has also undertaken the Special Accelerated Road Development Programme for the North-East project, especially for the improvement of road and transport infrastructure in the north-eastern region of India.

Market insights:
The production of cement in India is expected to reach 410.21 Mn tons by FY 2024, expanding at a compound annual growth rate (CAGR) of ~3.83% during the FY 2019-FY 2024 period, owing to rising demand from the government and housing contractors. Cement consumption is anticipated to increase at a CAGR of ~4.38% during the forecast period owing to the sanction of schemes for improving roads and highways connectivity and housing facility related programs, and growing demand from the commercial real estate sector. The major players operating in the Indian cement industry include UltraTech Cement Limited, Ambuja Cements Limited, JK Lakshmi Cement, and Ramco Cements Limited.

Market segment insights:
Among the major Indian states, the southern states of Tamil Nadu, Andhra Pradesh, and Karnataka together accounted for the highest cement production installed capacity of ~35% in FY 2018, followed by the northern states (Rajasthan, Punjab, and Haryana), which collectively accounted for ~23% of the total installed capacity.
Out of the different end user industries of cement, the housing segment accounted for the highest demand in FY 2018. Within this, ~38% demand was generated by the rural housing sector, followed by the urban housing sector (~32%). Such high demand for cement from the housing sector may be attributed to the fast execution of affordable government housing schemes like Pradhan Mantri Awas Yojna, and Housing for All by 2022. Apart from housing, commercial and industrial investments, the infrastructure segment accounted for considerable demand for cement in India.
Key growth drivers of the market:
• To develop the country’s infrastructure, the Indian government has undertaken several projects related to the construction of roads and highways, both in the rural and urban areas, along with the development of industrial hubs in different parts of the country. These schemes and initiatives are together expected to drive the growth of the Indian cement industry, since it is one of the primary materials for the successful execution of such projects.

• Essential minerals used for manufacturing cement, which include limestone (calcium), bauxite (aluminium), iron ore, and coal, are available in abundance in different parts of India. This has resulted in zero or low cost of import of raw materials for cement manufacturers, thus making cement businesses profitable in India. As a result, cement manufacturing has increased steadily, driving the supply side of the Indian cement industry over the years.

Key deterrents to the growth of the market:
Many major cement companies in India have increased their production capacity at a considerable rate over the past few years, relying mainly on government support. However, the rate of cement production has not risen at the same pace as compared to capacity expansion during the same period. This gap between installed capacity and actual production is mainly due to delays in the processes related to awarding of construction projects and decision-making regarding commencement dates, acquisition of land for construction projects, etc., at government offices, mostly for the execution of roads and highways construction projects and smart city development projects. As a result, continuous demand for cement has dropped, thus rendering parts of newly installed production capacities idle. Eventually, plant maintenance costs would increase because of excess production capacity, leading to a rise in the per capita price of cement across India.

The demand for cement rises with the development of construction industry, which drives the cement price. In 2016, fixed asset investment in China reached CNY 59,650.10 billion, up by 8.1% YOY. In 2016, the gross output value of construction industry in China reached CNY 19,356.70 billion, up by 7.1% YOY. Housing construction area was 7,589.75 million square meters, up by 3.2% YOY.

Cement industry in China develops rapidly after China’s reform and opening-up. From 1986 to 2016, the annual output volume of cement in China increased from 166 million tons to 2,403 million tons, and the CAGR in this period reached 9.3%. China’s gross output volume of cement has been the largest globally for many years. In 2016, the output volume of cement was about 2,403 million tons in China, up by 2.3% YOY.

The growth rate of China’s economy slightly decreased in recent years, but it still remained the world’s first. Therefore, the demand for cement remains huge.

The barriers to entry in China’s cement industry are relatively high. Cement product is featured with energy dependence, high transport cost and limited sales radius, which determines the characteristics of China’s cement production industry being highly fragmented and having numerous enterprises. According to CRI, by the end of 2016, the total number of cement producers was over 3,000 in China. Cement industry is featured with a low market concentration rate and intense market competition in China.

It is predicted that the development prospect of China’s cement industry will be better in the next few years. The Chinese government proposed the “Three-Year Action Plan” on Jun. 17, 2015, which aimed to reconstruct 18 million suites including dangerous buildings and villages in urban areas and 10.6 million dangerous suites in rural areas. This plan will bring steady demand to cement industry.

In terms of infrastructure construction, according to China’s Railway Development Plan Consultative Draft during the 13th five year (2016-2020), the fixed asset investment of China’s railway will reach CNY 3.5 to 3.8 trillion and 30,000-kilometer railway will be newly built during 2016 to 2020. The national railway mileage will reach 150,000 kilometers by 2020, among which the high-speed railway will be 30,000 kilometers and the intercity railway mileage will reach 360,000 kilometers.

In terms of urban rail transit, it is estimated that 50 cities in China will construct subway before 2020, and the total mileage will reach 6,000 kilometers. The enlargement of the scale of infrastructure construction is conducive to the development of China’s cement industry.
