According to Bulletin of Environmental Status of China for the Year of 2015 issued by Ministry of Environmental Protection of PRC, the proportion of water quality sections of typeⅠ~Ⅲ, Ⅳ~Ⅴ and inferiorⅤis respectively 72.1%, 19.0% and 8.9% in state-controlled sections of seven major basins, (which are Yangtze River, Yellow River, the Pearl River, the Songhua River, Huai River, the Haihe River and Liao River,) Fujian River, and rivers in Northwest and Southwest China.

The total number of monitoring sites for the environment and quality of underground water was 5,118, among which 1,000 were national grade. The proportion of monitoring sites for good-quality underground water was 9.1%; the proportion of that for fine water quality was 4.6%; poor quality water reached 42.5%, and the proportion of that for worse water quality reached 18.8%.

According to the data from National Bureau of Statistics, water consumption in China increased from 554.780 billion tons to 609.486 billion tons from 2004 to 2014, with an increase of 9.86%. Meanwhile, total discharge volume of wastewater increased from 48.240 billion tons to 71.618 billion tons, with an increase of 48.46%.

The main business model is government franchise operation. Companies with franchise operation right gain profits from government procurement, supplying sewage treatment service to governments instead of directly towards residents; large enterprises expand through merger and acquisition, BOT, entrusted operation, etc.

State-owned companies

Most are restructured state-owned public service units. In most cities of China, water companies manage and regulate both tap water companies and sewage treatment companies, forming an internal industry chain of the upstream and downstream; however, tap water companies and drainage companies operated separately.

Investment companies

Most are public companies with comprehensive strength, actively expanding their market share by joint operation, merger and acquisition, etc., and therefore have formed certain investment scale in large-and-medium-sized cities with interregional operation patterns and satisfactory market performance.

Foreign capital companies

In spite of the small proportion in the industry, foreign capital companies own advanced water technologies especially in sewage treatment industry. Veolia Environment and Suez Environment are currently the representatives of foreign capital giants in the market. Veolia Environment owns projects in operation in over 20 regions of China and more than 13,000 employees serving more than 43 million customers; Suez Environment holds over 20 joint ventures in China, supplying water for 14 million people and processing 5.5 million tons of sewage per day.

At present, China’s total sewage treatment capacity has exceeded that of the U.S. However, for the quantity and scale, there are 14,000 sewage treatment plants in the U.S., 1,050 of which are of large scale and 13,950 of which are small-scaled while there are only fewer than 4,000 sewage treatment plants in China. There are 1,667 sewage treatment plants in counties of China while 2,163 in cities. The sewage treatment market is changing, and the major battlefield of China’s sewage treatment market must be in the rural areas.

The development of China’s rural sewage treatment industry lags behind. Rural water pollutant discharge stays high, accounting for over 50% of the national water pollutant discharge; in addition, rural sewage treatment rate is generally low in contrast to 90% of municipal sewage treatment rate.

Annual production value of rural sewage treatment industry is estimated to reach CNY 42 billion in 2016, CNY 84.4 billion in 2020 and CNY 130.5 billion in 2025. Rural sewage treatment projects are generally not in use as the market grows gradually.

Take Beijing as an example, Changgou Town, Fangshan District invested CNY 5 million in sewage treatment facilities in 2003, however, it didn’t put into operation until 2009; in Haidian District, the sequencing batch reactor sewage treatment plant (daily capacity: 3,000 cubic meters) cannot be operated by the towns; In Huairou District, the sewage treatment facilities constructed by 274 administrative villages of 14 towns failed to operate either. Rural sewage treatment is still faced with obstacles due to problems involving regulations, design, technologies and funds.
