Many photovoltaic enterprises plan to cut their staff and production. CRI holds that the reduction of government subsidy is not a bad thing. After all, no industry&#8217;s growth depends on subsidy. The turning point of the photovoltaic industry is about to come with mergers and acquisitions.</p>
<p>The aforesaid &#8220;5.31 New Policy&#8221; is called as &#8220;the tightest policy for the photovoltaic industry&#8221; in the history.</p>

<p>In recent years, excessive reliance on government subsidy has become common in the industry. According to China&#8217;s <a href="https://www.cri-report.com/global-renewable-energy-market-by-type-hydroelectric-energy-geothermal-energy-wind-energy-solar-energy-and-biomass-energy-by-end-user-commercial-residential-and-industrial-and-region/" data-internallinksmanager029f6b8e52c="1446" rel="nofollow noopener" target="_blank">Renewable Energy</a> Law, grid-connected generation by <a href="https://www.cri-report.com/global-renewable-energy-market-by-type-hydroelectric-energy-geothermal-energy-wind-energy-solar-energy-and-biomass-energy-by-end-user-commercial-residential-and-industrial-and-region/" data-internallinksmanager029f6b8e52c="1446" rel="nofollow noopener" target="_blank">renewable energy</a> is encouraged. China has prioritized the development and utilization of <a href="https://www.cri-report.com/global-renewable-energy-market-by-type-hydroelectric-energy-geothermal-energy-wind-energy-solar-energy-and-biomass-energy-by-end-user-commercial-residential-and-industrial-and-region/" data-internallinksmanager029f6b8e52c="1446" rel="nofollow noopener" target="_blank">renewable energy</a> in the development of energy development and set the volume target and taken measures to promote the establishment and development of the <a href="https://www.cri-report.com/global-renewable-energy-market-by-type-hydroelectric-energy-geothermal-energy-wind-energy-solar-energy-and-biomass-energy-by-end-user-commercial-residential-and-industrial-and-region/" data-internallinksmanager029f6b8e52c="1446" rel="nofollow noopener" target="_blank">renewable energy</a> market. Institutions and individuals are encouraged to install solar energy utilization systems such as solar energy photovoltaic power generation system.</p>
<p>Since 2006, a large number of private enterprises have set foot in the field of photovoltaic power generation. At the very beginning, the cost was 4 to 5 CNY/kWh with high subsidy. However, the cost per kilowatt on the market was just a few cents. The government made great efforts to boost new energy development. At present, the cost per kilowatt is CNY 0.4 to 0.5,, 1/10 of the previous one. The cancellation of government subsidy has such a great impact on the photovoltaic industry that many enterprises may cut production and even go bankrupt but it is beneficial to the industry development.</p>

<p>Data shows that from 2015 to 2017, the total installed capacity rised rapidly from 0.8<a href="https://www.cri-report.com/global-6g-market-analysis-report/" data-internallinksmanager029f6b8e52c="947" title="6G Market - A Global and Regional Analysis: Focus on 6G Applications, Products, Trends, Drivers, Opportunities, Stakeholder Analysis, Patents and Country Analysis" rel="nofollow noopener" target="_blank">6G</a>W in 2010 to 77.42GW in 2016, and the newly-added installed capacity in 2016 was 34.54GW. China ranked top in the world in both total and newly-added installed capacity of photovoltaic power generation. Because of the on-grid power p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> adjustment and other factors, the market size of photovoltaic power generation experienced rapid expansion in 2017 with newly-added installed capacity of 53.0<a href="https://www.cri-report.com/global-6g-market-analysis-report/" data-internallinksmanager029f6b8e52c="947" title="6G Market - A Global and Regional Analysis: Focus on 6G Applications, Products, Trends, Drivers, Opportunities, Stakeholder Analysis, Patents and Country Analysis" rel="nofollow noopener" target="_blank">6G</a>W and total installed capacity of 130.25GW. From Jan. to Apr. 2018, newly-added installed capacity reached 8.75GW.</p>
<p>In the first half of 2016, photovoltaic power resources abandonment was a serious problem in Northwest China. A total of 3.28kWh, about 19.7%, was abandoned. Xinjiang and Gansu met more difficulties in photovoltaic power generation, with abandonment rate of 32.4% and 32.1% respectively. In the first quarter of 2016, the abandonment rate in Xinjiang even reached 52%. In 2016, the average abandonment rate in Northwest China was up to 20%. In 2017, about 10 billion kWh photovoltaic and <a href="https://www.cri-report.com/wind-power-industry-research-report-2016-2030/" data-internallinksmanager029f6b8e52c="1957" title="Global and China&#039;s Wind Power Industry Research Report 2016-2030" target="_blank" rel="noopener">wind power</a> was abandoned in Inner Mongolia. In the west of Inner Mongolia, 7.1 billion kWh <a href="https://www.cri-report.com/wind-power-industry-research-report-2016-2030/" data-internallinksmanager029f6b8e52c="1957" title="Global and China&#039;s Wind Power Industry Research Report 2016-2030" target="_blank" rel="noopener">wind power</a> was abandoned, with a proportion of 17%, and 400 million kWh photovoltaic power was abandoned, with a proportion of 11%.</p>
<p>China&#8217;s photovoltaic industry subsidy mainly comes from the government. However, the government also has a financing gap. By the end of 2017, the gap in renewable energy subsidy had reached CNY 100 billion. Therefore, the market regulation policy for the photovoltaic power generation was significantly changed. Industry transformation must be made through technological reform when subsidy is not available.</p>

<p><strong><em><span>Power generation by sources of energy in China in 2016</span></em></strong></p>
<p><span>In 2016, thermal power plants constituted the largest share in the power generation mix in China, accounting for approximately 71.6% of the total national power generation. Hydropower takes the second highest share, accounting for approximately 19.7% of the total power generation. Of the thermal power generation fleet in China, <a href="https://www.cri-report.com/combined-heat-and-power-market-analysis-forecast/" data-internallinksmanager029f6b8e52c="2289" title="Global Combined Heat And Power Market - Global Industry Analysis, Size, Share, Growth, Trends, And Forecast, 2022-2029" target="_blank" rel="noopener">combined heat and power</a> generation is an important sub-segment. Considering the higher overall thermal efficiency of CHP facilities compared to conventional power generation facilities and the rising public demand for cleaner power and heat generating sources to mitigate the serious air pollution in Northern China during the heating supply season, there is ample room for further deployment of CHP facilities. In addition, with the recent joint release of the Administrative Measures for Cogeneration by the NDRC, the NEA, the MOF, the MOHURD and the MEP in March 2016, which reaffirmed the importance of CHP facilities in concentrated heating and electric supply, more new CHP facilities are expected to be established in the near future and further plans to renovate existing power plants to cogeneration plants in Northern China will proceed further as well.</span></p>

<p><span>In 2016, the total thermal power generation in China reached 4,288,600.0 GWh. Coal-fired power generation contributed approximately 71.6% of the total power generation. Other thermal power sources accounted for approximately 6.4% of the total power generation, including (i) <a href="https://www.cri-report.com/southeast-asia-natural-gas-industry/" data-internallinksmanager029f6b8e52c="2461" title="Research Report on Southeast Asia Natural Gas Industry 2023-2032" target="_blank" rel="noopener">natural gas</a>; (ii) fuel; (iii) waste heat, waste <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">gas</a>, waste pressure power generation; (iv) crop stalk, ba<a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">gas</a>se and forestry residue based power generation; and (v) waste incineration power generation.</span></p>

<p><strong><span>Power Generation and Supply in China</span></strong></p>
<p><span>The growth of power generation industry in China has been strong due to rapid economic growth in China in recent years. The total national installed capacity in China increased from 1,062.5 GW in 2011 to 1,645.8 GW in 2016, at a CAGR of 9.2%, and the national electricity generation increased from 4,730.6 TWh to 5,989.7 TWh, at a CAGR of 4.8%. The total demand of electricity increased from 4,702.2 TW in 2011 to 5,919.8 TW in 2016, at a CAGR of 4.7%. Coal-fired electricity generation remained the key source of energy generation in China. From 2011 to 2016, total installed capacity of coal-fired electricity generation grew from 768.3 GW to 1,053.9 GW. However, the share of coal-fired installed capacity in the total national installed capacity dropped from 72.3% in 2011 to 64.0% in 2016, which reflected the government’s efforts to replace coal-fired electricity generation by other clean and renewable energies.</span></p>

<p><strong><span>Future trends of the power generation and supply industry in China</span></strong></p>
<p><span>Given the national policy goals of energy conservation, low carbon development and further improvement of overall efficiency of power generation plants in China, it is expected that clean power sources will take greater share in the power generation mix in China. While the share of <a href="https://www.cri-report.com/global-renewable-energy-market-by-type-hydroelectric-energy-geothermal-energy-wind-energy-solar-energy-and-biomass-energy-by-end-user-commercial-residential-and-industrial-and-region/" data-internallinksmanager029f6b8e52c="1446" rel="nofollow noopener" target="_blank">renewable energy</a> in China’s power generation mix will greatly expand, the cornerstone of the power generation sectors in China is still and will be dominated by the coal-fired power plants. The CHP plants, due to high thermal efficiency and environmental friendliness in providing both electricity and heating, will continue to grow in providing cleaner source of electricity and heating compared to conventional <a href="https://www.cri-report.com/research-report-on-chinas-boiler-industry/" data-internallinksmanager029f6b8e52c="1686" title="Research Report on China&#039;s Boiler Industry, 2022-2030" target="_blank" rel="noopener">boiler</a>s.</span></p>
