<p>Wheat is not only one of the major grain varieties around the world, but also an important crop in China. China is the largest wheat producer as well as the largest consumer in the world. In 2015, output volume of wheat in China reached 130.19 million tons, increasing by 3.2% year on year. Wheat is widely applied in many fields. It can be milled into flour as food or used for food processing and <a href="https://www.cri-report.com/china-wine-industry-overview-2011-2020/" data-internallinksmanager029f6b8e52c="89" title="China Wine Industry Overview, 2011-2020" target="_blank" rel="noopener">wine</a> brewing. It can also be used as <a href="https://www.cri-report.com/southeast-asia-pharmaceutical-industry/" data-internallinksmanager029f6b8e52c="2405" title="Research Report on Southeast Asia Pharmaceutical Industry 2023-2032" target="_blank" rel="noopener">pharmaceutical</a> raw materials and forages.</p>
<p>Most Wheat is milled into flour in China at present. The total flour consumption keeps increasing steadily, and the wheat flour consumption remains stable. As Chinese economy develops and people&#8217;s life improves, consumption of meat per capita and demand for <a href="https://www.cri-report.com/southeast-asia-dairy-products-industry/" data-internallinksmanager029f6b8e52c="2457" title="Research Report on Southeast Asia Dairy Products Industry 2023-2032" target="_blank" rel="noopener">dairy products</a> and egg &amp; poultry keep increasing, which reduces the demand for wheat flour as grain ration. At present factors pushing forward the consumption of wheat are mainly from the growth in industrial use.</p>
<p>Wheat is substitutable with corns when used as forages. For example, the p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> ratio of wheat and corns was 0.89 in 2011, decreasing by about 12% over 2010 and becoming the lowest ratio since 1999; the consumption of wheat forages was significantly promoted in 2011, reaching over 10 million tons. The p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> ratio keeps increasing since 2012 and has maintained above 1.</p>
<p>From January to May of 2015, due to the good weather in global major planting regions such as the US, Russia and Australia, international wheat p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>s constantly slipped. In August wheat p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>s dropped faster as a result of the precipitous decline in global financial market. In October wheat prices rebounded owing to the dry weather in planting regions of Europe and Russia. After that, prices were back in slight decline. In December, Chicago wheat spot price stood at 176 USD/ton, down by 21% year on year while American hard wheat spot price was 194 USD/ton, decreasing by 19% year on year. With the rise of price ratio of wheat and corn, consumption of wheat as forage will witness an obvious decline.</p>
<p>As Chinese population continues to grow and consumption improves further, overall demand for grain will constantly increase. However, with the improved urbanization level and low profits of grain planting, the labor force that engage in agricultural activities keeps decreasing and the output volume of grains can hardly increase significantly. To encourage the development of grain planting industry, Chinese government has issued a series of polices, including &#8220;procurement at protective prices&#8221; which means the government implement minimum purchasing price in major wheat planting regions and rice planting regions. According to Chinese government, the minimum purchase price of wheat (Grade 3) in 2016 is the same as that in 2015, at 2,360 CNY/ton.</p>
<p>As domestic output volume of wheat cannot meet the market demand, China begins to import wheat in large volumes in recent years. In 2012, the import volume of wheat was 3.689 million tons, increasing by over 100% year on year. In 2013, the import volume of wheat rose to 5.5 million tons. From 2014-2015 the annual import volume of wheat averaged about 3 million tons.</p>
<p>Despite the fact that annual import volume of wheat in China differs largely, most of the wheat is imported from major import sources. Import from Australia, the US and Canada accounts for above 90% of the total import volume. Most of the imported wheat are quality wheat, including Canadian hard red spring wheat, Australian hard white wheat, American hard red winter wheat and American soft red winter wheat, which is not sufficient in China.</p>
<p>The import volume of Wheat in 2016 may exceed 3 million tons.</p>

Rare earth mines in Baotou, Inner Mongolia and Liangshan, Sichuan Province, mainly contain four kinds of light rare earth such as lanthanum, cerium, praseodymium and neodymium, which represents China&#8217;s light rare earth. Rare earth mines in Ganzhou, Jiangxi Province and Longyan, Fujian Province are the representatives of the medium and heavy rare earth.</p>
<p>With the advantage of the low cost of China&#8217;s rare earth mining such as lower labor costs and less environmental protection, Chinese enterprises have started the large-scale exploitation of rare earth and export since the 1990s. Therefore, China&#8217;s cheap rare earth occupied the global market, and most countries in the world stopped the exploitation of rare earth. China&#8217;s reserves of rare earth once accounted for 71.1% of the global reserves while the percentage declined to 40% in 2015.</p>
<p>China launched the rare earth export quota license system in 1998. In recent years, Chinese government has attempted to decrease the amount of export enterprises and quotas as well as the annual exploitation of rare earth mines. For example, the rare earth export quota set by Ministry of Commerce of China for domestic enterprises declined from 50,000 tons in 2005 to 21,590 tons in 2014. Decrease in export quotas results in the increasing amount of smuggling.</p>
<p>On Mar. 26, 2014, the WTO released the panel report concerning the case of European Union, the U.S. and Japan against the export management measures of China&#8217;s rare earth, tungsten, molybdenum and other related products. The export management measures of Chinese products involved in the case were judged as infraction. Tariffs on export of rare earth was abolished on May 1, 2015. Rare earth export quota system came to an end on Jan. 1, 2016. Before the cancellation of export quota, quite a few Chinese rare earth enterprises had no access to export quota, and smuggling became their main means of export. In spite of multiple regulations of Chinese government, it was difficult to eliminate the smuggling. With the abolishment of export quota and export tariff, the rare earth export license can be obtained as long as one provides the contract of sales, to a certain extent, which will help curb the smuggling of rare earth.</p>
<p>However there is still the total exploitation control index system of rare earth mines (rare earth oxide REO). Rare earth exploitation index is the enterprise exploitation index issued for the strategic metals such as rare earth, tungsten and molybdenum by the State Council of the PRC. It aims at ensuring the sustainable use of resources and maintaining the supply-demand balance. In 2015, the total exploitation control index of China&#8217;s rare earth mines (rare earth oxide REO) totally amounted to 105,000 tons. In Feb. 2016, the Ministry of Land and Resources of the People&#8217;s Republic of China issued the total exploitation control index of China&#8217;s first rare earth mines (rare earth oxide REO) which totally amounted to 52,500 tons.</p>
<p>At present, production capacity of China&#8217;s rare earth separation enterprises exceeds 300,000 tons. However, the global annual demand is no more than 150,000 tons, of which that of the international market is about 50,000 tons and that of domestic market is less than 100,000 tons. The dominant position of China&#8217;s rare earth on the global market is still stable. In 2015, the actual production of China&#8217;s rare earth was more than 150,000 tons which was higher than the quota. The reasons lied in the illegal exploitation.</p>
<p>In terms of the demand, rare earth downstream demand is divided into five major parts including permanent magnet materials, catalytic materials, luminescent materials, polishing materials and <a href="https://www.cri-report.com/india-hydrogen-market-outlook-2030-industry-insights-opportunity-evaluation-2019-2030/" data-internallinksmanager029f6b8e52c="298" title="India Hydrogen Market Outlook 2030: Industry Insights &amp; Opportunity Evaluation, 2019-2030" target="_blank" rel="noopener">hydrogen</a> storage materials. With the rapid development of high-tech industries, rare earth is more widely used in the high and new-tech fields and the consumption of rare earth new materials (permanent magnets, fluorescent powder, polishing powder, catalytic materials and <a href="https://www.cri-report.com/india-hydrogen-market-outlook-2030-industry-insights-opportunity-evaluation-2019-2030/" data-internallinksmanager029f6b8e52c="298" title="India Hydrogen Market Outlook 2030: Industry Insights &amp; Opportunity Evaluation, 2019-2030" target="_blank" rel="noopener">hydrogen</a> storage materials) increases rapidly. <p>In recent years, annual growth rate of investment in fixed assets in China has been in constant decline. In 2015, the cumulative growth rate of investment in fixed assets was 10%, down by 5.7 percentage points compared with that of 2014. Because the market demand for machine tools in China is mainly driven by investment, decrease in the growth of investment in fixed assets would directly lead to a constant drop in the growth of domestic market size of machine tools.</p>
<p>In 2015, sales revenue of machine tool industry in China exceeded CNY 800 billion. Although the output value of machine tool industry in China has been in the leading position globally, structural contradictions of the whole industry have become more acute. Sales revenue of machine tool industry in China is experiencing a rising trend. However, China still lags behind developed countries in terms of manufacturing technics, which is embodied in the technical level and operating speed of core operating components, consistency in product precision as well as reliability of machine tools. <p>According to statistics from General Administration of Customs of China, the total import and export value of machine tool industry reached USD 24.336 billion in 2015, down by 13.49% compared with that of 2014. Import value stood at USD 14.113 billion, down by 18.18% year on year; export value reached USD 10.223 billion, down by 6.06% year on year. Trade deficit stood at USD 3.89 billion.</p>
<p>In recent years, the numerical control rate of Chinese machine tools has been improved. However, when compared with countries such as US and Japan, China still lags behind.</p>

However, it is practicable for the transformation of several sets of coal fired boilers into one set of gas fired ones.</p>
<p>In 2013, China&#8217;s State Council officially published its <em>Air Pollution Prevention and Control Action Plan</em>, kicking off the cleaning of air pollution. In the plan, it put forward the idea of reconstructing small inefficient coal fired boilers, pointing out &#8220;by 2017, all prefecture-level or above cities, unless necessary to retain, should phase out coal fired boilers of 10 steam tons per hour or below in their built-up areas&#8221;.</p>
<p>In 2014, seven government departments in China jointly published the<em> Implementation Scheme for Comprehensive Promotion on Energy Saving and Environmental Protection for Coal Fired Boilers</em>, mapping out that all prefecture-level or above cities in Beijing-Tianjin-Hebei Region and its surrounding area should phase out coal fired boilers of 10 steam tons per hour or below in their built-up areas and Beijing should abolish all coal fired boilers in its built-up areas by the end of 2015 unless necessary retaining; by 2017, all prefecture-level or above cities should phase out coal fired boilers of 10 steam tons per hour or below in their built-up areas in China and all prefecture-level or above cities in Hebei Province and Tianjin should phase out coal fired boilers of 35 steam tons per hour or below in their built-up areas. Upon this, authorities at different levels published their own<em> Air Pollution Prevention and Control Action Plan</em> respectively, so as to further specify and bring into action the target goals.</p>
<p>From the plan, it can be seen that Beijing-Tianjin-Hebei Region is the first tier under the most pressure to realize the goals. By 2015, it should close down all the coal fired boilers of 10 steam tons per hour or below and by 2017 all the coal fired boilers of 35 steam tons per hour or below. The second one includes Shanxi, Shandong etc. By 2015, they should close down all the boilers  of 10 steam tons per hour or below in urban areas. Provinces such as Shaanxi, Jilin and Heilongjiang will be on a more relaxed track. They plan starts to abolish boilers of 10 steam tons per hour or below from 2017 on.</p>
<p>After the closing down of small coal fired boilers, most of the facilities will be transformed into gas fired or electricity fired ones in industrial dispersed areas except those extremely outdated production facilities; in industrial cluster districts for <a href="https://www.cri-report.com/southeast-asia-chemical-industry/" data-internallinksmanager029f6b8e52c="2195" title="Research Report on Southeast Asia Chemical Industry 2023-2032" target="_blank" rel="noopener">chemical</a>, papermaking, printing and dyeing, leather and <a href="https://www.cri-report.com/southeast-asia-pharmaceutical-industry/" data-internallinksmanager029f6b8e52c="2405" title="Research Report on Southeast Asia Pharmaceutical Industry 2023-2032" target="_blank" rel="noopener">pharmaceutical</a>, most of the coal fired boilers will be replaced by the construction of cogeneration units gradually with high efficiency boilers being brought in.</p>
<p>Heat and power cogeneration will be the major heat supply for industrial production. It is measured that if 25 units of electricity and 50 units of heat are separately generated, it will consume 152 units of coals, but if cogenerated, it only consume 100 units of coals. Through combining heat and power generation, heat conversion efficiency can be raised from 50% to 75%, or even higher conversion efficiency can be achieved if adopting high efficiency boilers or further processing the coal combustion.</p>
<p>For large scale boilers to meet the standards on air pollutant emission, it is necessary to bring in equipment for desulfurization, denitration and dedusting, which will promote the development of related markets.</p>
<p>The market room for small boiler transformation will be released in concentration in the next five years. It is estimated that China will phase out small coal fired boilers of 10 steam tons per hour and 35 steam tons per hour between 2016 and 2020, propelling investment in related areas of up to hundreds of billions of CNY every year.</p>
