Driven by the continued expansion of Vietnam’s manufacturing sector and the steady influx of foreign-invested tire and rubber product manufacturers, the volume of polybutadiene rubber imports has demonstrated a consistent upward trend.

Looking ahead, as Vietnam’s petrochemical industry gradually advances—bolstered by enhanced supply capabilities for basic raw materials like butadiene and further investment from foreign enterprises—the country is expected to progressively develop its domestic synthetic rubber production capacity. Vietnam has a high dependence on polybutadiene rubber imports.

According to CRI analysis, In recent years, with the rapid development of Vietnam’s automobile industry, motorcycle industry and rubber product manufacturing industry, the demand for synthetic rubber raw materials such as butadiene rubber has continued to expand. However, the domestic production capacity of synthetic rubber is limited. Imports have become the main means of supplying goods to meet market demand.

According to CRI statistics, approximately 196 buyers in Vietnam imported polybutadiene rubber in 2024, totaling US$ 244 million, an increase of 62.3%. In 2025, Vietnam’s total Polybutadiene Rubber imports reached US$ 251 million, an increase of 2.6% year-on-year.

China, South Korea and Taiwan are Vietnam’s top three sources for polybutadiene rubber imports.

According to CRI analysis, China, South Korea, Taiwan, South Korea were the top three sources of Vietnam’s polybutadiene rubber imports, accounting for approximately 39.4% , 25.8%  and 12.3% of total imports respectively in 2025.

CRI predicts that with the continued expansion of Vietnam’s automobile and tire industries, and the rubber products and footwear industries maintaining a high level of exports, the demand for butadiene rubber imports is expected to maintain steady growth.

Investment Background

In recent years, Vietnam’s tire manufacturing, automotive components, and rubber products industries have continued to expand, driving a significant increase in demand for synthetic rubber raw materials such as butadiene rubber. However, Vietnam’s domestic petrochemical industry base remains relatively weak, and its synthetic rubber production capacity is limited; consequently, domestic supply struggles to meet the demands of downstream industries. In response, the government is actively seeking to attract foreign investment into the petrochemical and synthetic rubber sectors in order to strengthen the local industrial supply chain and reduce reliance on imports.

Investment Regulations

According to Vietnam’s Investment Law and other regulations, Vietnam’s chemical manufacturing industry is not a restricted or prohibited sector for foreign investment, and foreign-invested enterprises can enter the market by establishing wholly foreign-owned enterprises or joint ventures. The Vietnamese government introduced a special investment procedure in its revised regulations to be implemented in 2025, allowing eligible high-tech or key industry projects to adopt a simplified approval process to improve investment efficiency.
