Vietnam has average strength on the power generation side, but is growing rapidly. According to IEV’s March 2021 report, the total installed capacity of Vietnam’s power system will be about 56 GW by 2020. Vietnam’s power mix has the largest share of coal-fired power and hydropower at 34% and 30% respectively, gas turbine and oil-fired thermoelectric power at 15%, solar (including rooftop solar) at 24%, wind power at 1%, biomass power at about 1%, and hydropower imported from Laos at 1%. The total number of operating power plants in Vietnam is about 162 (excluding small hydropower plants and renewable energy). the maximum load capacity of the power system in 2020 is about 38.7 GW, and the crude reserve ratio of the power system (excluding wind and solar) is 34.3%. According to the Vietnamese government, the installed capacity is expected to reach 125-130 GW by 2030, doubling the installed capacity within 10 years. Vietnam’s power generation CAGR is expected to reach 5.7% from 2021 to 2030.

Retail electricity tariffs in Vietnam are approved by the government’s Prime Minister and have a uniform tariff policy throughout the country, with tariff levels that are low compared to other countries in the region. The higher electricity tariffs for industrial, commercial and foreign consumers subsidize the electricity bills of urban and rural residents.

To attract more private sector investment in IPP projects, the Ministry of Industry and Trade and EVN (Vietnam Electricity) are pushing the government to gradually deregulate electricity prices, according to CRI analysis. Under current regulations, EVN can raise or lower electricity prices every six months without government approval, within a 10 percent range whenever the cost of power generation (fuel prices, foreign exchange rates, changes in generation mix, etc.) rises by 3 percent, and government approval is required for price changes above 10 percent. The current average price of electricity in Vietnam is VND1,533-2,580 (6.3 to 10.75 cents) per kWh, depending on usage.

According to CRI’s analysis, Vietnam has experienced rapid economic development in recent years, with high potential for future economic growth. Since early 2022, Vietnam has gradually gotten rid of the adverse effects of COVID-19, which is conducive to further inflow of foreign capital and will drive electricity demand to maintain high growth. It is expected that in the next few years, Vietnam will gradually reduce the proportion of thermal power generation while Vietnam will work to accelerate the development of renewable energy (hydropower, wind, solar, biomass, etc.).

CRI recommends that investors actively explore the possibility of investing in wind and solar power as well as developing pumped storage hydropower plants. On the other hand, they can continue to install clean and efficient thermal power plants in some regions, and prioritize the development of pithead coal power using clean coal power technology in the power shortage and coal-producing areas of northwest Vietnam.

Photovoltaic building is a new concept of applying solar power generation and is a perfect combination of solar photovoltaic system and modern building. It lays photovoltaic modules on the outer surface of building structure to provide electricity, integrating solar power generation system with roof, skylight, curtain wall and other buildings, building green and environmental protection housing.

In BIPV, BAPV is relatively mature. Currently, BIPV is in the initial stage. Under the guidance of “double carbon target”( that is, to achieve peak carbon dioxide emissions by 2030 and carbon neutrality by 2060), building energy efficiency and distributed PV policy, and continuous progress in BIPV standards, global BIPV and the market is expected to witness a rapid rise.

As of 2020, BIPV accounted for about 50% of the global distributed PV installed capacity, about 15% of the total PV installation. The combination of PV and building is gradually becoming an important part of the PV installation, which is dominated by the combination of PV building and BAPV.

In the world, the total installed capacity of BIPV in 2019 and 2020 amounted to 1.15GW and 2.3GW respectively, which is still in the initial stage before large-scale development, with huge space for future development.

According to CRI’s analysis, overall, the impact of COVID-19 on the global PV industry is relatively small.

In 2020, global newly installed capacity of PV reached 130GW, up 13% YOY; China’s newly installed capacity of PV was 48.2GW, up 60% YOY, ranking first in the world for 8 consecutive years, and the cumulative installed capacity reached 253GW, ranking first in the world for 6 consecutive years.

On October 24, 2021, China’s State Council issued the “Action Plan to Achieve Peak Carbon Dioxide Emissions by 2030” to accelerate green changes in production and lifestyle, promote economic and social development based on the efficient use of resources and green low-carbon development, and ensure that the goal of peak carbon dioxide emissions by 2030 is achieved on schedule.

The program calls for vigorous development of new energy, accelerating the development of intelligent photovoltaic industry, and promoting the diversified layout of photovoltaic power generation. It is planned that by 2030, the total installed capacity of wind and solar power generation in China should reach more than 1.2 billion kilowatts.

At the same time, the optimization of building energy structure should be accelerated. It is planned that by 2025, the replacement rate of urban buildings renewable energy should reach 8%, the photovoltaic coverage rate of new public institutions buildings and new plant roofs should reach 50%.

According to CRI’s analysis, in 2020, the rapid growth of China’s domestic photovoltaic power generation directly led to the great development of China’s photovoltaic industry chain links. In 2020, China’s polysilicon production was 392,000 tons, up 14.6% YOY; silicon wafer production 161.3GW, up 19.7%; cell production 134.8GW, up 22.2% YOY; module production 124.6 GW, up 26.4% YOY.

China’s production scale of each link in PV industry chain accounted for more than 50% of the world and continues to maintain the world’s first. The great development of China’s photovoltaic industry has also promoted the technological progress of the industry, leading to the further reduction in the production cost of photovoltaic products and electricity.

In recent years, China’s construction area of real estate development enterprises housing continues to increase. In 2020, housing construction area increased to 9.26759 billion square meters.

The Ministry of Housing and Construction indicated that in 2020, there were 630 million square meters of new assembled buildings in China, accounting for about 20% of the total new construction area, or about 3.15 billion square meters of new construction area in 2020. Moreover, China’s existing building area excels 40 billion square meters. All these indicates that there exists a huge potential for the BIPV market.

CRI expects that in 2022-2030, global and China’s PV market demand will continue to rise, and for investors, there are many investment opportunities in the BIPV industry chain.

As of the end of 2020, Vietnam has accumulated more than 16GW of photovoltaic installed capacity, ranking third in the world’s newly installed capacity in 2020, second only to China and the United States. Among them, the new rooftop photovoltaic installations in 2020 exceeded 9GW, involving about 100,000 households, and the onshore and offshore photovoltaic installations exceeded 1GW.

Vietnam became the world’s third largest photovoltaic market in 2020.

It is estimated that by 2025, Vietnam’s national electricity demand will reach 90,000 megawatts. It is estimated that from 2022 to 2030, Vietnam’s GDP will grow at an annual rate of 6.5%-7.5%, the annual growth rate of electricity demand will reach 7%, and the demand will reach 130,000 megawatts by 2030. According to CRI’s analysis, Vietnam is a very attractive market for foreign investors.

Vietnam is one of the Southeast Asian countries with the richest solar energy, with 2000-2500 hours of sunshine per year and 5kWh per square meter per day. In the ASEAN, according to the projects being developed and reserved by photovoltaic developers, Vietnam is the market with the most completed projects and reserved projects.

Scatec Solar and EVN (Electricity of Vietnam) each have a project plan of more than 500MW. Trungnam Group and Xuan Thien Group each completed photovoltaic power plants of more than 1GW.

In February 2021, Vietnam announced Vietnam’s eighth power plan draft (PDP VIII), which raised the renewable energy development target by nearly 70% to 45 GW by 2030, including 20 GW for photovoltaics.

Vietnam’s photovoltaic industry also has photovoltaic curtailment risks. Vietnam is a long and narrow land with uneven distribution of sunlight resources. Under the condition of a unified FIT electricity price across the country, photovoltaic projects are concentrated in southern Vietnam. In addition, the power grid in Vietnam is weak, and the photovoltaic projects are at risk of power curtailment.

According to CRI’s analysis, although Vietnam has become one of the fastest-growing markets for electricity in renewable energy in Asia, the lagging development of its power system and the surge in installed renewable energy power capacity pose a huge challenge to the stability of the power grid in Vietnam.

In Vietnam, photovoltaic power generation has accounted for a quarter of the total power generation of the power system. This explosive growth has affected the stability of Vietnam’s power distribution system.

According to CRI’s analysis, in 2020, Vietnam imported 14.6GW of photovoltaic modules. In November, the monthly import volume reached to the peak of 3.9GW. Currently, Vietnam’s photovoltaic module market is mainly occupied by foreign-funded enterprises.

Among them, Chinese companies Jinko, JA Solar, LONGI, Trina, and a Canadian company, Canadian Solar Inc. rank among the top 5 in the total imported photovoltaic modules in Vietnam.

In 2020, in Vietnam’s PV module shipments, monocrystalline PV modules accounted for 89%, 72-cell solar panel accounted for 63%, and the mainstream power of module was 440-450W. The demand for photovoltaic modules in Vietnam is also transforming to monocrystalline and large silicon wafers.

From January to July 2021, the total amount of components imported by Vietnam from China was less than 1,000 MW, which is less than a quarter of the volume in November 2020. This is due to the large number of rooftop photovoltaic installations in Vietnam in 2020, which was stimulated by the national subsidy policy.

In April 2021, Vietnam reduced the amount of subsidies, causing the import volume of photovoltaic modules in Vietnam to plummet. Compared with the continued decline in module shipments, China’s exports of solar cells and silicon wafers to Vietnam in July 2021 rebounded, reaching USD19 million and USD80 million respectively, an increase of 53% and 182% compared with June.

On the whole, Vietnam’s short-term demand for imported photovoltaic modules has decreased, but the demand for solar cells and silicon wafers is stable.

Local companies in Vietnam’s photovoltaic industry are also expanding rapidly. SolarBK is the leading manufacturer of solar panels in Vietnam. For example, at the end of 2017, IREX, a member of SolarBK, completed the first phase of a solar panel and solar cell factory with a capacity of 500MW in the southern Ba Ria-Vung Tau Province.

IREX’s factory was established in 2012 and has a modern production line that can produce photovoltaic cells of 300MW per year. IREX said that 40% of locally manufactured photovoltaic modules have been exported to the European and North American markets since 2018.

According to CRI’s forecast, as one of the hottest photovoltaic markets in Southeast Asia, Vietnam has the natural advantage of developing photovoltaic energy, and with the economic development, the demand for electricity in Vietnam is growing at a high pace. Therefore, the market will attract a lot of investment during 2022-2030.
