<p>According to CRI&#8217;s analysis, the economic levels of the 10 Southeast Asian countries vary greatly, with Singapore being the only developed country with a per capita GDP of about US$73,000 in 2021. While Myanmar and Cambodia will have a GDP per capita of less than US$2,000 in 2021. The population and minimum wage levels also vary greatly from country to country, with Brunei, which has the smallest population, having a total population of less than 500,000 people in 2021, and Indonesia, which has the largest population, having a population of about 275 million people in 2021. The most economically advanced countries in Southeast Asia do not have a legal minimum wage, with the actual minimum wage exceeding US$400 per month (for foreign maids), while the lowest minimum wage level in Myanmar is only about US$93 per month.</p>
<p>Overall, the market size of the shipbuilding industry in Southeast Asian countries has shown an upward trend in recent years, especially in Vietnam and the Philippines, where sustained economic growth, industrial and supporting industrial chain development have promoted the development of their shipbuilding industry.</p>
<p>According to CRI&#8217;s forecast, the shipbuilding industry in Southeast Asia will maintain growth from 2022-2032. On the one hand, the lower labor costs in Southeast Asian countries will prompt global shipbuilders to shift production capacity to these regions. <p>China&#8217;s shipbuilding industry has been developing rapidly with the government&#8217;s policy support and cost advantages since the beginning of the 21st century. Shipbuilding is a modern and comprehensive industry of strategic importance that provides technical equipment to industries such as water traffic, ocean development and national <a href="https://www.cri-report.com/defense-outlook-country-analysis-and-forecast/" data-internallinksmanager029f6b8e52c="2097" title="Defense Outlook - A Global and Regional Analysis: Focus on Key Enabling Technologies, Geo-Political Risks, and Country - Analysis and Forecast, 2023-2033" target="_blank" rel="noopener">defense</a>.</p>
<p>China-made mainstream ships including container ships, bulk carriers and <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">oil</a> tankers and high-end ships including liquefied <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">gas</a> carriers have certain competitive advantages on the international market. In the recent decade, the global shipbuilding industry presented a market structure of tripartite China-South Korea-Japan competition.</p>
<p>According to CRI, in 2020, affected by the COVID-19 epidemic, the global new shipbuilding market remains sluggish. In 2020, pessimistic expectations in the global newbuilding market will increase, new ship transactions will decrease significantly, and the number of new ship orders received by major shipbuilding countries will decline year-on-year.</p>
<p>From January to November 2020, China received orders for new ships of 22.52 million dwt, a year-on-year decrease of 8.7%. Among them, orders for export ships were 19.77 million dwt, a year-on-year decrease of 13.5%, and export orders accounted for 87.8%. In the same period, Japan&#8217;s orders for new ships dropped by 66.7% year-on-year, and South Korea&#8217;s orders for new ships dropped by 8.4% year-on-year. The global market share has increased.</p>
<p>From January to November, China&#8217;s shipbuilding completions, new orders, and hand-held orders accounted for 40.4%, 50.8% and 46.9% of the global market, respectively. The three major indicators are higher than in 2019. The completion of shipbuilding industry was better than expected.<br />
The COVID-19 epidemic that broke out in early 2020 has had a major impact on China&#8217;s shipbuilding industry in the first quarter of 2020.</p>
<p>In the first quarter of 2020, China&#8217;s shipbuilding completion volume fell by 27.3% year-on-year. It will gradually recover from April 2020. From January to November 2020, China&#8217;s shipbuilding completed 33.24 million deadweight tons, down 2.6% year-on-year.</p>
<p>Among them, the completed export ship volume was 30.03 million deadweight tons, a year-on-year decrease of 5.8%, and the completed export ship volume accounted for 90.3%.</p>
<p>On November 15, 2020, the ten ASEAN countries, China, Japan, South Korea, Australia, and New Zealand formally signed the Regional Comprehensive Economic Partnership Agreement (RCEP). RCEP is currently the world&#8217;s largest free trade zone.</p>
<p>In 2019, the 15 member states of RCEP have a total population of 2.27 billion, GDP of 26 trillion U.S. dollars, and total exports of 5.2 trillion U.S. dollars, each accounting for about 30% of the global total. The establishment of the RCEP free trade zone means that about one-third of the world’s economy will form an integrated market.</p>
<p>After the agreement comes into effect, more than 90% of the goods trade in the region will eventually achieve zero tariffs, and the tax will be reduced to zero immediately and within 10 years, so that the <a href="https://rcepsec.org/" target="_blank" rel="noopener">RCEP</a> free trade zone is expected to fulfill all the goods trade liberalization commitments in a relatively short time .</p>
<p>According to CRI analysis, After the RECP takes effect, it will greatly promote the import and export trade between the contracting states, thereby promoting the rapid development of intra-regional and external maritime trade. Shipping is still the most important mode of transportation in global trade.</p>
<p>The signing of the RCEP agreement may bring new growth momentum to the shipping industry, and the development and growth of the shipping industry will create new market space for the shipbuilding industry.</p>
<p>According to CRI&#8217;s forecast, if the COVID-19 epidemic can be alleviated in 2021, the global and Chinese shipbuilding industry is expected to recover. If the epidemic continues, the global shipbuilding industry will still be in a downturn in 2021 and may not gradually recover until 2022.</p>

China-made mainstream ships including container ships, bulk carriers and <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">oil</a> tankers and high-end ships including liquefied <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">gas</a> carriers have certain competitive advantages on the international market. In the recent decade, the global <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> industry presented a market structure of tripartite China-South Korea-Japan competition.<br />
According to CRI, the global market share of China&#8217;s shipbuilding industry rose significantly from 2007 to 2017. In 2017, the quantity of completed ships was 42.68 million DWT, increasing by 20.9% YOY; the quantity of new orders was 33.73 million DWT, increasing by 60.1% YOY. China’s shipbuilding industry captured the largest global market share in all the three major indicators with the quantities of completed ships, new orders and orders on hand accounting for 41.9%, 45.5% and 44.6% respectively of the global total. China has become one of the most important shipbuilding centers in the world.<br />
According to CRI, as a typical cyclical industry, shipbuilding is closely related with global economic environment and shipping market. For example, the financial crisis in 2008 had a profound influence on shipbuilding, which urged the global shipbuilding industry to cut overcapacity and carry out transformation and upgrading. Since 2013, the quantity of new orders has been declining and the quantity of orders on hand has declined for four consecutive years, which reduced the capacity from 80 million DWT in 2012 to 65 million DWT at the end of 2015. At the end of 2017, the quantity of orders on hand was 87.23 million DWT, falling by 12.4% YOY. As the quantity of orders on hand has declined for four consecutive years, most shipbuilders can only maintain a workload of about one year. In 2017, new orders tended to concentrate in dominant enterprises. The top 10 shipbuilders accounted for 73.4% of the total quantity of new orders and 58.3% of the total quantity of completed ships. Four Chinese shipbuilders ranked among the global top 10 by the quantity of new orders, and five Chinese shipbuilders ranked among the global top 10 by the quantity of completed ships. In 2017, the p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>s of upstream raw materials, human cost and financing cost kept rising while the increase in ship p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>s was little. Therefore, the profitability of Chinese shipbuilders was still low.<br />
From 2018 to 2022, the global economy and the global shipping market are expected to grow, which will lead to a rising demand for new ships. Meanwhile, the increasing global investment in <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">oil</a> and <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">gas</a> development will require more offshore oil and gas platforms and promote the development of offshore wind farm equipment and <a href="https://www.cri-report.com/chinas-lng-import-liquefied-natural-gas-market/" data-internallinksmanager029f6b8e52c="1456" rel="nofollow noopener" target="_blank">LNG</a> related equipment. Global trading volume of new ships declined by 67% YOY, and holding orders of global ship enterprises declined by 25% over 2015. Completion of ships, orders of new ships and holding orders of China <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> industry accounted for 35.6%, 65.2% and 43.9% respectively of the global market. Influenced by the on-going in-depth adjustments of the international ship market, Chinese <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> enterprises were confronted with fierce competition in terms of taking orders. As there were more difficulties in delivering completed ships and obtaining financing, number of holding orders kept decreasing and profits declined sharply. According to incomplete statistics, 60% of <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> enterprises took zero new orders in China in 2016. Large shipbuilding enterprises including Jiangsu Rongsheng, Shuntian Shipbuilding, Nantong Mingde, Zhejiang Zhenghe, and Zhejiang Shipbuilding were dramatically influenced and even encountered bankruptcy. <br />According to CRI, completion of ships and number of new orders taken by Chinese ship enterprises both declined in 2016. National completion of ships were 35 million tons, decreasing by 15.6% YOY. Volume of new orders taken by Chinese shipbuilding enterprises added to 21.10 million tons, decreasing by 32.6% YOY. Exported ships accounted for 94.7% and 77.2% respectively of the national completion of ships and volume of new orders. <br />In the short term, it is hard to break up the monopoly of enterprises from developed countries in high-end equipment manufacture and design and research fields. Status of Korean enterprises in construction of <a href="https://www.cri-report.com/china-ocean-engineering-equipment-industry-overview-2016-2020/" data-internallinksmanager029f6b8e52c="78" title="China Ocean Engineering Equipment Industry Overview, 2016-2020" target="_blank" rel="noopener">ocean engineering equipment</a> is also difficult to shake, while the completion between enterprises from Singapore and China in middle and low-end field will continue. Therefore, strengthening design and research ability and improving the capability of building high-end equipment are the problems to be solved. <br />According to CRI, mergers and acquisitions were continuously carried out in China&#8217;s shipbuilding industry in 2016. For instance, COSCO Group founded COSCO Shipbuilding Heavy Industry Co., Ltd. by integrating 13 large shipbuilding factories and over 20 supporting service companies; Integrations and reorganizations between CSIC Dalian Shipbuilding and Shanhaiguan Shipbuilding, Wuhan Shipbuilding and Beihai Shipbuilding, Fengfan and Torchbat Energy, Chongqing Hongjiang and Chongyue were forging ahead steadily; Major shipbuilding and repair enterprises including Shanghai Shipbuilding, Guangzhou Shipyard International, China Chengxi, etc. owned by CSSC actively cut down stock and capacity; Enterprises including Hudong-Zhonghua, Waigaoqiao Shipbuilding, Huangpu-Wenchong, etc. proposed an action plan of capacity control and assets disposal. In addition, enterprises from Jiangsu, Zhejiang, Shandong, Fujian, etc. took initiative in cutting down overcapacity through capacity replacing, transforming and upgrading. <br />The Chinese government issued a series of policies to support the development of shipbuilding industry. According to the goal of deepening integration of shipping industry in Action Plan of Deepening Structure Adjustments and Accelerating Transformation and Upgrade in Shipbuilding Industry (2016-2020) issued by Ministry of Industry and Information Technology of China, the ship completion of China&#8217;s top ten shipbuilding enterprises will account for over 70% of the national completion by 2020, which means that the concentration rate of shipping industry will dramatically increase. According to the 13th Five-year Plan of China Ship Accessory and Equipment Industry (2016-2020), by the end of 2020, proportion of domestic equipment will reach 80%, 60% and 40% respectively in three main ship models, high-tech ships and <a href="https://www.cri-report.com/china-ocean-engineering-equipment-industry-overview-2016-2020/" data-internallinksmanager029f6b8e52c="78" title="China Ocean Engineering Equipment Industry Overview, 2016-2020" target="_blank" rel="noopener">ocean engineering equipment</a>. 										<content:encoded><![CDATA[<p>Ever since China&#8217;s entry into the WTO, <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> industry has kept growing. And its direct contribution to many industries like water transport, fishing and ocean development has raised its status in national economy.<br />Since the 1990s, the number of finished ship has kept increasing, making China one of the <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> centers in the world. In 2015, 39.05 million dwt of ships were built, increasing 8.07% year on year. And 31.26 dwt of new vessels was ordered, decreasing 47.86% year on year.<br />By the end of 2015, 127.37 million dwt of ships were being handled by Chinese <a href="https://www.cri-report.com/research-report-on-chinas-shipbuilding-industry/" data-internallinksmanager029f6b8e52c="275" title="Research Report on China&#039;s Shipbuilding Industry, 2021-2025" target="_blank" rel="noopener">shipbuilding</a> enterprises, decreasing 14.93%  <br />In 2015, China&#8217;s ship export totaled USD 28.02 billion, increasing 11.2% year on year while its ship import totaled USD 10.04 billion, decreasing 23.7% year on year. <br />Since the beginning of 2014, the Chinese government has issued a minor stimulus package which has loosened the tight supply of money. The fast decrease of short-term interest rate, in particular, has created good financing opportunities for shipping industry. China State Shipbuilding Corporation has successfully issued CNY 5 billion SCP with an annual rate of 4.65%, which has reduced financing cost. The Export-Import Bank of China also provided China Shipbuilding Industry Corporation with CNY 9 billion working capital loan at a favorable rate, which has relieved its financing pressure and boosted its development. Meanwhile, ship financial leasing has undergone rapid development and become a major financing channel only second to bank loan.    <br />With regard to the difficulties facing shipping industry, the Chinese government has issued many important documents concerning elimination of old ships and fund support since 2013 so as to support its transformation and upgrading. <br />In the short term, the monopoly of companies in developed countries on high-end equipment and design is difficult to break while Korean enterprises&#8217; status in <a href="https://www.cri-report.com/china-ocean-engineering-equipment-industry-overview-2016-2020/" data-internallinksmanager029f6b8e52c="78" title="China Ocean Engineering Equipment Industry Overview, 2016-2020" target="_blank" rel="noopener">ocean engineering equipment</a> manufacturing is ingrained. Therefore, the struggle for low-end equipment manufacturing market between China and Singapore will continue. Hence the pressing problem of improving R&#038;D and the capability of building high-end equipment for Chinese ship manufacturers.<br />There is still huge space for shipbuilding industry to grow in the next few years due to cost advantage compared with such countries as Japan and Korea and increasing domestic demand which attracts global capital.</p>

<p>China becomes a leading power of shipbuilding after the international transfer of this industry with low technologies. At present, the shipbuilding industry is transferring towards the second phase in China, which refers to high technology and support equipment. <p>Shipbuilding enterprises are large in number but low in concentration rate in China. Most of them are small in scale, backward in technologies and weak in risk resistance ability except certain competitive ones in the international competition. According to CRI, the aggregate completion amount of top 5 shipbuilding enterprises accounted for about one third in China in 2015.</p>
<p>The development of shipbuilding is closely related to the maritime transport industry. The increase of import and export of China significantly promotes the international maritime transport industry as strategic buyers of global energy and raw materials. The absolute value of total import and export value as well as cargo throughput capacity of major ports increased from 2011 to 2014. However, the former declined due to the slump global economy while the latter remained increasing in 2015.</p>
<p>New orders of shipbuilding account for 30% to 50% of that of the globe in China each year. Shipbuilding completion amount, new orders and handheld orders respectively accounted for 38.3%, 34.0% and 36.2% by compensated gross tons as three leading indexes in the world in 2015.</p>
<p>Handheld orders of the shipbuilding industry were 123.04 million DWT with a decrease of 12.3 % YOY by the end of 2015. The proportion of exported ships were 88.6%, 88.6% and 95.7% respectively in national shipbuilding completion amount, new orders and handheld orders in 2015.</p>
<p>The globe is slump in economic recovery and trade increase in 2016. The global ocean shipping is blocked in recovery due to the intensified excess capacity and markets of three mainstream ship types will remain slump. Structural opportunities only exist in luxurious cruises, feeder container ships, special and official vessels in a short term.</p>
<p>China is expected to become the global shipbuilding center with certain development space due to advantages of industry chain and costs in the next few years.</p>
