With the development of China’s economy and rising living standards, the demand for pork in the Chinese market is on the rise. Due to the limited arable land, there is little room for growth in China’s local pork production, and China needs to import a large amount of pork every year.

China’s pork imports continue to rise in 2018-2020. Due to the COVID-19 outbreak, China’s pork imports show a decreasing trend in 2021-2022.

In 2021, China imported 3.573 million tons of pork (excluding swine offal), down 17.0% year-on-year, and the import value was US$9.88 billion, down 16.8% year-on-year. in the first three quarters of 2022, China imported 1.210 million tons of pork, down 59.9% year-on-year, and the import value was US$2.52 billion, down 70.8% year-on-year.

China imports pork from a total of 19 countries in 2021. According to CRI’s analysis, the top five import source countries by import volume are Spain, Brazil, the United States, Denmark and the Netherlands, with the cumulative imports of these five countries accounting for 74.7% of the total imports in 2021. Among them, China imported 1.09 million tons of pork from Spain, accounting for 30.7%, and the import value reached US$3.13 billion, accounting for 31.7%.

The two main categories of pork imported by China are fresh or cold pork and frozen pork. Among them, frozen pork is the main species imported by China. 2021 China imported a total of 3.571 million tons of frozen pork, and only about 0.2 million tons of imported pork was fresh or cold pork.

According to CRI’s analysis, among the various types of frozen pork, frozen bone-in pork foreleg, pork hind leg and its meat pieces and other frozen pork are the main imported species. 2.508 million tons of other frozen pork and 1.060 million tons of frozen bone-in pork foreleg, pork hind leg and its meat pieces were imported into China in 2021, accounting for 70.2% and 29.7% of the total import volume, respectively.

CRI expects China’s pork imports to continue to rise from 2023-2032 as the COVID-19 outbreak is brought under control and international logistics gradually recover.

Meanwhile, the residents in some parts of the country like eating pig offal. Therefore, the overall import volume of pork and pig offal show an upward trend.

According to CRI, the Chinese government has strict inspection and quarantine policies on the import of pork products. By Dec 2019, only 17 countries or regions including the U.S., Canada, Brazil, Chile and Mexico were allowed to export pork products to China. The Chinese government has set no import quota for the pork products from these countries, which means that import companies only need to pay the tariffs and value-added taxes. Thanks to the Sino-Chilean free trade agreement, China gives special privilege to the import of Chilean pork. When importing Chilean pork products such as bone-in pork and deboned pork, a Chinese enterprise only needs to pay 11% value-added tax on the import value. On the pork imports from the other countries, China levies tariffs and value-added taxes according to product type. Relatively speaking, the taxes on bone-in pork and deboned pork are lighter while the taxes on deboned pickled pork are heavier.

In 2018, the import volume of pork in China was about 1,192,830 tons, lower than that in 2017. From 2013 to 2018, the annual import value of pork in China all exceeded USD 1 billion. In 2018, it was USD 2.07 billion, lower than that in 2017. The decline was mainly caused by the shrinking import volume. As the major sources of China’s pork imports, in 2018, Spain, Germany, the U.S., Brazil, Canada, Denmark and the Netherlands exported 1000,97 tons of pork in total to China, contributing about 84% to China’s pork imports.
According to CRI, as the residents in some parts of China like eating pig offal, China also imports a large quantity of pig offal every year. In 2018, the import volume of pig offal in China was about 946,260 tons. As the major sources of China’s pig offal imports, in 2018, the U.S., Denmark, Germany, Spain, Canada and the Netherlands exported 785,650 tons of pig offal in total to China, contributing more than 80% to China’s pig offal imports.
In 2018, as the fifth largest source of China’s pork imports, the U.S. exported about 85,650 tons of pork to China, accounting for 7% of China’s pork imports; as the largest source of China’s pig offal imports, the U.S. exported about 177,040 tons of pig offal to China, accounting for about one-fifth of China’s pig offal imports. In 2018, with the escalation of the Sino-U.S. trade war, U.S. exports of pork and pig offal to China dropped significantly from 2017.

According to CRI’s analysis, China’s annual pork consumption is around 55 million tons, and is growing slowly in recent years. In 2018, the pork imports were less than 3% of the pork consumption. Rising pig breeding costs and stricter environmental policies have forced many small and medium-sized pig farms to close down, and swine fever occurs frequently. These factors discourage the growth of pork output in China. It is expected that from 2020 to 2024, the import volume of pork and pig offal in China will continue to rise, and China’s pork market will receive attention from the pig farmers and pork traders all over the world.

Meanwhile, the residents in some parts of the country like eating pig offal. Therefore, the overall import volume of pork and pig offal show an upward trend.
The Chinese government has strict inspection and quarantine policies on the import of pork products. In Nov. 2018, only 16 countries or regions including the U.S., Canada, Brazil, Chile and Mexico were allowed to export pork products to China. The Chinese government has set no import quota for the pork products from these countries, which means that import companies only need to pay the tariffs and value-added taxes. As the residents in some parts of China like eating pig offal, China also imports a large quantity of pig offal every year. In 2017, the import volume of pig offal in China was about 1,236,000 tons, exceeding that of pork. In 2017, as the third largest source of China’s pork imports, the U.S. exported about 170,000 tons of pork to China, accounting for 14% of China’s pork imports; as the largest source of China’s pig offal imports, the U.S. exported about 416,000 tons of pig offal to China, accounting for about one-third of China’s pig offal imports.
According to CRI, pork is a major variety of meat consumption in China so the pig industry plays a significant role in China’s animal husbandry. In 2017, the production volume of pork reached 63.4 million tons in China, accounting for 63.4% of the total production volume of meat.

For many years, the number of pigs in China has always been the highest in the world. Based on the data, the number of pigs on hand kept growing before 2012. However, the number has been on the decline since 2013 for rising costs and it decreased by 2.1% at the end of 2014 compared to the highest level in 2012. By the end of 2017, the number of pigs on hand reached 338 million, 8% lower than that in 2016. The number of pig slaughtered amounted to 688.1 million in 2017, with an increase of 0.5% over the previous year. From 2000 to 2014, the production volume of pork was on the increase in China, which exceeded 50 million tons in 2010 and then reached a new high of 56.71 million tons in 2014, with a proportion of 65.1% of the total. However, the production volume has been stuck in sluggish growth since 2015. It amounted to 53.4 million tons in 2017, increasing by 0.8% compared to 2016. In recent years, with the promotion of standardized large-scale breeding, the number of standardized large-scale farms has increased sharply.

According to CRI, pork is still the major meat consumption for Chinese residents. With the economic development and rising level of urbanization in China, the overall consumption of pork and the consumption per capita are both on the rise. As for the consumer groups, the household pork consumption of urban residents is higher than that of rural residents, and both have been relatively stable since 2009. Every year, urban residents consume over 20 kg of pork per capita while the rural residents consume about 15 kg of pork per capita.

The areas of pig raising and pork producing mainly include Asia, North America and Europe, such as China, EU, the U.S., Brazil and Canada. In addition, the major consumption is concentrated in China, Europe, North America, Japan, Russia, etc.

As the production volume of pork fails to meet the domestic demand in China, the overall import volume continues to increase. In 2017, the import volume of pork in China fell to 1.2168 million tons and decreased by 24.9% YOY. Meanwhile, the import value totaled about USD 2.22 billion, decreasing by 30.4% YOY. During 2014-2016, the import volume and value of pork both increased in China, while they declined in 2017. According to CRI, China has mainly imported pork from EU, the U.S. and Canada in recent years. Every year, China imports not only pork but also a great deal of pig offal for consumers’ preference. In 2017, the total import volume of pork and pig offal reached 2.45 million tons. Of the total, the import volume from the U.S. accounted for 24%, which was 22% in 2016. Under the original import tariff policy, the imported pork and pig offal from the U.S. always have stable and obvious price advantages in the Chinese market. In the case of a 25% import tariff, the imported pork and pig offal from the U.S. will no longer maintain price advantages over the domestic products in China. If China imposes tariffs on pork and pig offal from the U.S., the gap will be filled up by pork products from Germany, Denmark, Spain, Canada, etc.

With the sustained economic development, the rising per capita income and the ongoing urbanization, the market demand for pork will continue to increase in China. However, hindered by rising costs of pig raising and stricter policies on environmental protection, the pig slaughtered and production volume of pork are not expected to increase rapidly from 2018 to 2012. It is estimated that the profits of pig raising will keep growing in recent years. At the same time, the import volume of pork will also continue to increase.
