Polyvinyl chloride (PVC) is an important synthetic organic material. As one of the five most common synthetic resins, it is widely used in building materials, industrial products, daily necessities, pipes, wires and cables, <a href="https://www.cri-report.com/global-packaging-market-outlook-2030-industry-insights-opportunity-evaluation-2019-2030/" data-internallinksmanager029f6b8e52c="454" title="Global Packaging Market Outlook 2030: Industry Insights &amp; Opportunity Evaluation, 2019-2030" target="_blank" rel="noopener">packaging</a> film, foaming materials, sealing materials, etc.<br />
China is the world&#8217;s largest PVC producer and consumer. At the end of 2017, China&#8217;s PVC production capacity exceeded 20 million tons/year. In 2017, the production volume of PVC in China was approximately 17.9 million tons, an increase of 7.2% year-on-year.<br />
In 2017, there were more than 60 PVC producers in China, 20 of which had an annual capacity of 400,000 tons or more. Most of them are located in Inner Mongolia, Xinjiang, Shandong and Qinghai. The two largest PVC producers are situated in Xinjiang, namely, Xinjiang Zhongtai <a href="https://www.cri-report.com/southeast-asia-chemical-industry/" data-internallinksmanager029f6b8e52c="2195" title="Research Report on Southeast Asia Chemical Industry 2023-2032" target="_blank" rel="noopener">Chemical</a> Co., Ltd. (with an annual production capacity of 2.2 million tons) and Xinjiang Tianye Co., Ltd. (with an annual production capacity of 1.2 million tons). In China, PVC is produced in the calcium carbide method or in the ethylene method. The calcium carbide method accounts for over 80% of China&#8217;s PVC production capacity. PVC produced in the calcium carbide method is mainly used in the production of low-end pipes because it contains a large amount of vinyl chloride residues. While PVC made from ethylene, containing little vinyl chloride residue, can be used to produce refined high-end PVC products that cannot be produced with PVC made from calcium carbide. PVC made from ethylene and PVC made from calcium carbide can hardly replace each other.<br />
Economically developed regions such as Guangdong and South China are the major consumers of PVC in China. Guangdong accounts for over 20% of the total PVC consumption in China; Fujian, Shanghai, Jiangsu and Zhejiang in East China account for more than 30% of the national total.<br />
The downstream applications of China&#8217;s PVC mainly include construction materials, pipes, etc. Among building materials, sections, doors and windows account for about 30% PVC consumption; pipes account for about 30%; and film accounts for nearly 10%.<br />
According to CRI&#8217;s market research, China&#8217;s PVC industry is still expanding its production capacity in 2018-2019. It is expected that by the end of 2020, China&#8217;s annual PVC production capacity will exceed 27 million tons.<br />
China&#8217;s PVC industry is playing an increasingly important role in the global PVC industry. China has grown from a net PVC importer into a net PVC exporter. Especially since 2003 when China took anti-dumping actions against PVC imports, PVC made from calcium carbide has been developing rapidly in China. In 2006, China surpassed the U.S. in both the capacity and volume of PVC production, becoming the largest PVC producer in the world. As the Chinese economy develops and the urbanization rate increases, the demand for PVC will continue to expand in China from 2018 to 2022.</p>

<p>Polyvinyl chloride, PVC for short, is a kind of polymer of vinyl chloride monomer (VCM for short) after polymerization. PVC is widely used in production fields of soft products such as packing materials, artificial leathers and plastic products together with hard products such as profiled bars, tubing and slabs. The output volume of PVC is the largest among five general synthetic resins including PE, PP, PVC, PS and ABS.</p>
<p>In the 21st century, the growing PVC industry in China poses increasing influence on that of the globe. In recent years, China becomes the world’s leading PVC manufacturer and consumer. The output volume of PVC reached 16.10 million tons with a slight decline YOY in China in 2015.</p>
<p>Meanwhile, the aggregate consumption of two major PVC consumption fields including tubing and pipes together with profiles, doors and windows accounted for over 50% of the total. The tubing industry developed rapidly while the proportion of PVC tubing declined. The downstream demand declined with the development area of real estate, leading to declining output volume of the profile industry. In China, the profile industry is intense in enterprise competition and low in requirements on raw materials so calcium carbide method PVC is widely applied at present. In contrast, major downstream users of ethylene method PVC concentrated in high-end sheet materials especially in fields such as medical treatment, food <a href="https://www.cri-report.com/global-packaging-market-outlook-2030-industry-insights-opportunity-evaluation-2019-2030/" data-internallinksmanager029f6b8e52c="454" title="Global Packaging Market Outlook 2030: Industry Insights &amp; Opportunity Evaluation, 2019-2030" target="_blank" rel="noopener">packaging</a>, electric and artificial leathers with relatively stable demand.</p>
<p>According to CRI,  as an energy-intensive industry, the sustainable development of the PVC industry is subjected to p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>s of energy and raw materials, the development of the <a href="https://www.cri-report.com/china-chlor-alkali-industry-overview-2016-2020/" data-internallinksmanager029f6b8e52c="54" title="China Chlor-Alkali Industry Overview, 2016-2020" target="_blank" rel="noopener">chlor-alkali</a> industry and <a href="https://www.cri-report.com/petrochemical-market-in-india-2021/" data-internallinksmanager029f6b8e52c="693" title="Petrochemical Market in India 2021" target="_blank" rel="noopener">petrochemical</a> industry as well as environment protection policies in China. In recent years, the development and distribution of PVC manufacturers expanded to raw material concentrated areas, and the production capacity transferred from eastern regions with high costs to central and western regions with lower costs. With the increasingly mature production processes and local government support, the production capacity of PVC expanded rapidly from 2003 and experienced gradual saturation from 2005. The overcapacity deteriorated from 2008 with slump growth rate of production capacity. Under the promotion of “Government Investment Project of CNY 4 Trillion”, the new production capacity of PVC remained large from 2008 to 2012. According to CRI, the production capacity of PVC exceeded 25 million tons in China by the end of 2014. Chinese government implemented policies to phase out outdated capacity in 2015, leading to slight decline of PVC production capacity.</p>
<p>In the early 2015, the international crude <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">oil</a> dropped sharply, and PVC p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>s declined to the lowest compared to that of 2008 accordingly in China. The PVC market experienced rebound for three months from March to May in 2015. With the slump economic situation, demand and declining crude <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">oil</a> prices, PVC prices presented a trend of sharp decline from the middle May up to the end of 2015, breaking the record as the lowest for many consecutive years by average price.</p>
<p>The domestic PVC situation was closely related to the crude <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">oil</a> trend from 2016, and it started to rise with the recovery in economy and bulk commodity market in China.</p>
<p>The PVC industry is growing in the global position from the original pure importer to net exporter. Particularly, China implemented anti-dumping towards imported PVC from 2003, and calcium carbide method PVC developed rapidly. By the end of 2006, China became the world’s leading manufacturer of PVC surpassing the U.S.A. in terms of the production capacity and output volume. In recent years, the overall export volume of PVC experienced a steady rise in China. PVC transferred from a net import volume of 1 million tons in 2010 to a net export volume of 500,000 tons in 2015.</p>
<p>With the improvement in economy and urbanization, the demand for PVC is expected to rise continuously from 2017 to 2021 in China.</p>

<p>Up to the end of 2015, the number of existing <a href="https://www.cri-report.com/global-caustic-soda-market-research-report-trends-forecast-2017-2027/" data-internallinksmanager029f6b8e52c="148" title="Global Caustic Soda Market Research Report– Trends &amp; Forecast, 2017-2027" target="_blank" rel="noopener">caustic soda</a> manufacturers was 163 and the total production capacity was 38.73 million tons per year with an increase of 28.2% compared to that of 2010 in China, of which the production capacity of ion-exchange membrane was 38.18 million tons with a proportion of about 98.6%. Caustic soda manufacturers mainly concentrate in Shandong, Jiangsu, Inner Mongolia, Xinjiang, Henan and Zhejiang with an aggregate production capacity proportion of 61.5% of the total.</p>
<p>There were 81 operating polyvinyl chloride manufacturers with a total production capacity of 23.48 million tons per year, of which the calcium carbide method was 19.18 million tons with a proportion of about 81.7% of the total by the end of 2015. Major production capacity was distributed in Inner Mongolia, Shandong, Tianjin, Shaanxi and Henan with an aggregate proportion of 62.2% of the total.</p>
<p>The chlor-alkali industry transfers in terms of development trend and structural problems for the slump growth rate of economy in China and the international financial crisis in 2008.</p>
<p>In recent years, the production capacity of new caustic soda and PVC experienced a significant growth with the rapid development and project investment in various areas. Meanwhile, the downstream consumption increased rapidly and stably while the growth rate was smaller than that of the production capacity with an intensifying overcapacity for the imbalance between supply and demand.</p>
<p>In addition, the production capacity of caustic soda and PVC is surplus and imbalanced in different regions. New expansion of the production capacity of caustic soda is to balance chlorine resources.</p>
<p>However, the production capacity of major auxiliary chlorine consuming products is surplus such as methane chloride, epichlorohydrin, chlorine-containing aromatic products, chloroethanoic acid, chlorinated paraffin, trichlorosilane, trichloroethylene and tetrachloroethylene. Central and western regions are major supply areas of caustic soda and PVC while eastern and southern regions are major consumption ones.</p>
<p>Large amount of PVC and solid caustic soda in central and western regions need to be sold to major consumption areas in east and south China due to the mismatch between the production capacity expansion and the distribution. According to incomplete statistics, the annual production capacity of about 800 million tons of caustic soda and 600 million tons of PVC were phased out of the market from 2011 to 2015.</p>
<p>The concentration rate of the chlor-alkali industry increased in China in recent years. The proportion of the production capacity scale of caustic soda enterprises under 10 million tons per year decreased from 15.4% in 2010 to 9.08% in 2015. The number of enterprises with a production capacity scale of over 40 million tons per year increased from 17 in 2010 to 23 in 2015 and the proportion increased from 27.1% to 37.7%.</p>
<p>Meanwhile, the proportion of the production capacity scale of PVC enterprises under 10 million tons per year decreased from 9.4% in 2010 to 4.8% in 2015. The number of enterprises with a production capacity scale of over 40 million tons per year increased from 17 in 2010 to 22 in 2015 and the proportion increased from 45.8% to 55.8%.</p>
<p>According to CRI, the annual export volume of caustic soda was over two million tons from 2011 to 2015 with destinations such as Australia, the U.S.A., Southeast Asia and Africa. PVC is exported to over ten destinations including India, Russia, Southeast Asia and Central Asia. Meanwhile, major export destinations of China PVC include India, Russia, Vietnam, Kazakhstan, Malaysia and Thailand.</p>
<p>In terms of environment protection, the Chlor-Alkali Industry is numerous in product and by-product varieties and discharge of waste water, <a href="https://www.cri-report.com/oil-and-gas-industry-in-india-2021/" data-internallinksmanager029f6b8e52c="1678" title="Oil and Gas Industry in India 2021" target="_blank" rel="noopener">gas</a> as well as solid wastes, which leading to environment pressure. PVC is the most chlorine-consuming product with a consumption rate of about 40% of national chlorine output volume. Major factor influencing the sustainable development of calcium carbide PVC is the prevention and control of mercury pollution due to the increasingly exhausted mercury resources and the future implementation of international Minamata Convention about Mercury.</p>
<p>Products of the chlor-alkali industry are applied in various fields, and are closely related to national economy. Meanwhile, the annual growth of output volume is closely related to that of GDP. The economy growth rate declined after years&#8217; of rapid increase while it is expected to remain over 6% in the next few years, leading to certain development space of the chlor-alkali industry in China.</p>
