Polysilicon is an industrial material made of purified industrial silicon containing more than 99.99% silicon, which can be divided into Metallurgical Grade Polysilicon, Solar Grade Polysilicon and Electronic Grade Polysilicon according to its purity. China is one of the world’s major polysilicon producers, but still needs to import a large amount of polysilicon every year.

According to the China Photovoltaic Industry Association, in 2018, the production volume of polysilicon in China exceeded 250,000 tons, increasing by over 3.30% YOY; the production volume of silicon wafers reached 109.20 GW, increasing by 19.10% YOY; the production volume of photovoltaic cells reached 87.20 GW, increasing by 21.10% YOY; the production volume of photovoltaic modules reached 85.70 GW, increasing by 14.30% YOY. Besides, the newly installed photovoltaic capacity in China decreased to 44.26 million kilowatts by 16.60% YOY, of which the newly installed capacity of photovoltaic power stations decreased to 23.30 million kilowatts by 30.70% YOY while the newly installed capacity of distributed photovoltaics increased to 20.96 million kilowatts by 7.80% YOY.
The global polysilicon production capacity concentrates in China. At the end of 2018, China’s annual polysilicon production capacity was 388,000 tons while that of other countries totaled 210,000 tons. The polysilicon production abroad reached 189,000 tons in 2018 and is estimated to fall to around 160,000 tons in 2019. China is expected to need 430,000 tons of polysilicon and import about 110,000 tons in 2019, which means that domestic demand will be satisfied if domestic production reach 320,000 tons.
China is the world’s largest polysilicon producer. In 2018, Xinjiang, Jiangsu, Inner Mongolia, Sichuan, Henan and Qinghai contributed 156,000 tons, 70,000 tons, 60,000 tons, 45,000 tons, 20,000 tons and 20,000 tons respectively to China’s polysilicon production capacity. In 2019, Xinjiang East Hope New Energy Co., Ltd., Xinte Energy Co., Ltd., Xinjiang Daqo New Energy Co., Ltd. and other companies are expected to increase polysilicon production capacity by over 120,000 tons.
According to CRI, because high-quality polysilicon for monocrystalline silicon production has high technical barrier, the market is dominated by a few suppliers. For example, 15%-20% N-type monocrystalline silicon (minority carrier lifetime ≥1000us) produced from China-made polysilicon is substandard while the proportion will be only 0.90% to 0.50% if imported polysilicon is used. Therefore, China relied heavily on high-quality polysilicon imports in the past few years. At present, the enterprises that can supply monocrystalline silicon in large quantities include domestic companies Leshan Yongxiang Silicon Industry Co., Ltd. (a subsidiary of Tongwei Group Co., Ltd.), Xinjiang Daqo New Energy Co., Ltd., Xinte Energy Co., Ltd. (a subsidiary of TBEA Co., Ltd.) and GCL-Poly and foreign companies OCI and Wacker Chemie.
In 2018, the production volume of polysilicon in China was about 259,000 tons, increasing by 7.90% YOY. The growth rate fell sharply as compared to 2017. As the production volume varied greatly among different enterprises, the market concentration ratio stayed at a high level. The top 10 enterprises including GCL Silicon Technology Holdings Inc., Xinte Energy Co., Ltd., China Silicon Corporation Ltd., Xinjiang Daqo New Energy Co., Ltd. and Sichuan Yongxiang Co., Ltd. took a market share of 82.50%.
In 2018, as affected by the shrinking demand from China’s photovoltaic industry, the import volume of polysilicon dropped for the first time in the past decade. The import volume of polysilicon in China was 151,300 tons, decreasing by 0.40% YOY; the import value was about USD 2.08 billion, decreasing by 12.30% YOY. The major sources of China’s polysilicon imports include South Korea, Germany, Taiwan, etc.
Since 2011, China’s Ministry of Commerce has initiated anti-dumping investigations against polysilicon from other countries, which inhibited the import of polysilicon and promoted the development of domestic polysilicon industry to some extent.
According to CRI, China will still have huge demand for polysilicon. Domestic polysilicon production can gradually meet the market demand. However, monocrystalline silicon has become increasingly popular in China since 2016 and the production of monocrystalline silicon requires high-quality polysilicon. Pessimistic about the quality of domestic-made polysilicon, Chinese manufacturers of monocrystalline silicon will continue to a large quantity of high-purity polysilicon from Germany and South Korea. It is estimated that from 2019 to 2023, China will import over 100,000 tons of polysilicon every year.
In 2018, the average price of high-quality solar grade polysilicon was 105,900 CNY/ton, decreasing by 21.60% YOY. Overall, the price of polysilicon declined by 50.30% from 153,000 CNY/ton at the year beginning to 76,000 CNY/ton at the year end.

While China polysilicon industry expands fast in the past years, the technology, management level and production efficiency also improve greatly. Presently, the production cost of China leading domestic polysilicon manufacturers has been reduced largely. Production cost of GCL-Poly, Daqo, TBEA, Sichuan Yongxiang and Asia Silicon is lower than 11-13 USD/kg, which is lower than that of Wacker, OCI, Hemlock, etc and equal to that of enterprises adopting silane fluidized bed, e.g. REC and SunEdison. However, the cost of other domestic enterprise is high up to 16 USD/kg. By the end of 2015, the number of polysilicon manufacturers decreases from 80 in 2011 to less than 20. China polysilicon manufacturers had to enlarge production and capacity to lower cost. Meanwhile, the product stock of 2014 was still there in 2015. The supply of polysilicon in 2015 was sufficient. Oversupply leads to the downward price. The average price of polysilicon is 120,000 CNY/Ton in China in 2015, down by over 20% YOY. The price dropped from 144,000 CNY/Ton in January 2015 to 106,000 CNY/Ton in December 2015.

Imported polysilicon reached 116,892 tons in 2015, up by 14.4% YOY. Polysilicon imported from Korea was 51,189 tons, accounted for 43.8% of the total import volume. Globally, 91% of polysilicon is consumed in photovoltaic field, most of which is consumed in China. Global giant polysilicon production capacity depends on the consumption of China’s expanding photovoltaic market. CRI forecast the installation will reach 65 GW in 2016, up by 14.0%. China, the U.S.A. and Japan occupy 72% of global photovoltaic market. Supported by the U.S. and China market expanding, the global solar energy and photovoltaic industry will keep growing in the next years, which will enhance the demand of polysilicon in China market.

As the downstream market expands, demand for polysilicon is increasing, which promotes global polysilicon production. However, foreign polysilicon enterprises avoid the duties through processing trade and occupy the market with low prices, which lead to elimination of weak enterprises and high concentration rate in China polysilicon industry.

The demand for polysilicon is large, which leads to huge potential for growth in China. Investors may be cautiously faced with risks of policy and market in the development stage of polysilicon industry in China.

Description

The production volume of China’s polysilicon reached 242,000 tons in 2017, representing a CAGR of 70.0% from 2007 to 2017. The newly installed photovoltaic bases in China reached 53 GW in 2017, ranking first in the world for five consecutive years. Besides, the total installed capacity amounted to 130 GW, taking the first place for three consecutive years. Production scales of every link in the domestic industry chain all took over 50% of the global total and continued to be leading in the world.

The export value of photovoltaic products, including wafer, cell, module and inverter, totaled USD 15.777 billion in 2017, increasing by 5.3% YOY. The export value of wafer, cell, module and photovoltaic inverter was respectively USD 2.968 billion, USD 0.797 billion, USD 10.61 billion and USD 1.402 billion, with a respective YOY increase of 14.4%, 17.39%, -1.2% and 46.3%. In addition, the export volume respectively reached 4.404 billion, 3.36 GW, 30 GW and 15.92 million units.

According to CRI, solar grade polysilicon is the main raw material for crystalline silicon photovoltaic cells. On top of this, there were 22 polysilicon enterprises in normal production by 2017, with the effective capacity totaling 280,000 tons, up by 70,000 tons over 2016. Among them, major manufacturers include GCL Silicon Technology Holdings Inc., TBEA Co., Ltd., Daqo New Energy Corp., etc. Also, by the end of 2017, the aggregate capacity of 10 enterprises, each of which exceeded 10,000 tons, accounted for more than 70% of the country’s total.

Since 2011, Ministry of Commerce of the PRC has made a series of anti-dumping investigations on imported polysilicon, thereby restraining the imports to some extent and promoting the local polysilicon industry. In 2017, the production volume of polysilicon in the world amounted to 436,000 tons, of which China made up about 55.5%. However, China still imported 159,000 tons of polysilicon, with an import dependency of 39.8%. With the continuous expansion of the domestic polysilicon production capacity, the proportion of imports is expected to decline gradually.

CRI analyzes that with the advancement of technology in recent years, both the utilization efficiency of polysilicon and the photoelectric conversion efficiency have risen continuously. Relevant statistics show that in 2017, to produce 224 W silicon wafer needed 1 kg silicon materials. As technology develops in 2018 (especially with the progress of slicing technology) and monocrystalline silicon is more widely applied in the photovoltaic industry, 1 kg silicon materials can produce 280 W silicon wafer. In 2017, the production volume of silicon wafer equivalent to the capacity of modules was 87.6 GW; while in 2018, the production volume of polysilicon is projected to reach 400,000 tons, and that of silicon wafer equivalent to the capacity of modules will amount to 112 GW. It is predicted that the total demand for photovoltaic modules in the global market will be 110 GW in 2018, and the capacity of China’s polysilicon will even surpass the global demand.

Based on CRI’s analysis, the main driving force for the growth of China’s polysilicon market in the next few years is still the demand from the photovoltaic industry, where the increase in domestic demand and exports is equally important. It is estimated that the emerging photovoltaic market will grow rapidly in the next few years. Among them, the installation demand mainly comes from Asia and America, and the market is also opening in Middle East and Africa.

CRI predicts that the demand for polysilicon in the Chinese market still has large room to increase. Although the production of polysilicon can gradually meet the domestic demand, monocrystalline silicon has been popular since 2016, which needs to be made of high-quality polysilicon raw materials. Concerned about the quality of domestic polysilicon, Chinese manufacturers of single wafer still import high-purity one from Germany and South Korea. It is forecasted that China will import over 100,000 tons of polysilicon a year from 2018 to 2022.

In 2016, production volume of polysilicon in China was 194 thousand tons, up by 17.5% YOY; production volume of silicon wafers was about 63 GW, up by 31.2% YOY; production volume of photovoltaic batteries was 53GW, up by 20.7% YOY, new installed grid-connection capacity of photovoltaics reached 34.5GW, up by 127% YOY. Production scales of all links in the industry chain all took over 50% of that of the globe and continued to be the first in the world.
According to CRI, solar grade polysilicon is the major raw material of crystal silicon photovoltaic battery pieces and the fundamental link with the highest technical barrier and the most intensive investment in the whole photovoltaic industry chain. By the end of 2016, newly installed capacity of photovoltaic power generation was 34.54 million kW, and cumulative installed capacity was 77,420,000 kW, both ranking the first in the globe.
In 2016, export value of silicon wafers, battery pieces and components was around USD 13.84 billion, down by 11.3% YOY. Export to emerging markets like India, Turkey, Chile and Pakistan significantly increased while that of occident traditional markets decline to below 30%. In 2016, photovoltaic export decline was influenced by many domestic photovoltaic enterprises’ setting up plants oversea. Chinese enterprises invested to build photovoltaic enterprises in over 20 foreign countries. By the end of 2016, production capacity of photovoltaics built oversea was over 5 GW, showing clear trend of globalized allocation of production.
According to CRI, by the end of Jun, 2017, polysilicon enterprises in normal production was 17, declining from over 80 in the end of 2011. Annual effective production capacity was about 230 thousand tons/year, which increased by 20 thousand tons / year compared to the end of 2016. GCL-Poly Energy Holdings Limited, TBEA Co., Ltd. and Daqo New Energy Corp. are leading enterprises.
It is estimated that, by the end of 2017, annual production capacity of polysilicon in China will reach 250-260 thousand tons/year. The current domestic polysilicon production capacity can satisfy demand for raw materials of near 40 GW battery pieces. Presently, over 100 thousand tons of imported polysilicon is mostly processed into photovoltaic components for export which are not directly used by domestic photovoltaic power stations.
From 2008, domestic polysilicon industry was severely impacted by imported products from the U.S. and South Korea. By the end of 2011, due to the large increase of imported polysilicon, import price kept dropping which caused that many domestic polysilicon enterprises stopped production and were in severe difficulties on a large scale. On Jun 20th, 2012, Ministry of Commerce of PRC issued a public notice announcing anti-dumping investigations. On Jan 20th, 2014, Ministry of Commerce of PRC published “Notice on Final Ruling of Anti-dumping Investigation on Imported Solar Grade Polysilicon from the U.S. and South Korea” and ruled that products from the two countries were dumped in China, which had substantive damage to domestic industry and causality existed between dumping and the damage. After that, Ministry of Commerce of PRC implemented a series of anti-dumping investigations on polysilicon, which restrained polysilicon import to some extent, and promoted the increase of domestic polysilicon production capacity and production volume.
According to CRI analysis, fast growing markets in recent years are China, the U.S. and Japan. Chinese government increased additional electrovalence from CNY 1.5 cents/kWh to CNY 1.9 cents/kWh, which filled financing gap of governmental subsidies on wind, electricity and photovoltaic projects. In addition, at the end of 2015, the U.S. government announced to extend 30% of tax credit policies on photovoltaic investment to 2019, which encouraged keeping active investments in the U.S. photovoltaic market in 2017-2019.
Due to the prediction of increasing demand for polysilicon in China photovoltaic industry in the next few years, some new investors, including East Hope Group, announced to enter the market. East Hope Group has invested to build a polysilicon project with annual production capacity of 120 thousand tons in Changjizhou, Xinjiang Province so far. When it is finished, the group will become the largest Polysilicon manufacturer in China. The project adopts the most advanced improved Siemens production process in the world and is equipped with facilities like self-owned power plants to largely reduce costs.
According to CRI, there is a large growth potential in demand for polysilicon in China. However, polysilicon industry in China is in an adjustment period facing many uncertainties like policies and market risks. Therefore, investors are supposed to analyze the market cautiously before entering.
