Malaysia Paper Industry

The pulp and paper industry, despite facing numerous challenges over the past two decades, remains one of the world’s largest industrial sectors, playing a crucial role in the global economy and socio-economic development. Contrary to initial predictions that the digital age would disrupt the industry, its continued growth has proven such beliefs wrong. The demand for products from this industry remains high worldwide, driven by its environmental attributes and other unique benefits. However, companies must continue to innovate to meet evolving needs.

The Malaysian paper industry has emerged as a notable player in this global landscape, attracting prominent companies that employ advanced production processes and high-tech automated machinery, supported by a well-developed and advanced supply chain. In recent years, the performance of the Malaysian paper industry has remained stable, thanks in part to the establishment of overseas operations in Malaysia by Chinese pulp and paper companies. Leveraging Industry 4.0 technology, these companies have adopted environmentally friendly production methods while enhancing their monitoring and maintenance capabilities. By aligning Malaysian facilities with these advanced technologies and processes, the Malaysian paper industry can further develop and modernize its production techniques.

Within Malaysia, the paper industry comprises three main subsectors: pulp manufacturing, paper and paper products, and printing and publishing. The industry is particularly dominated by packaging papers, including kraft paper, corrugated paper, and boxboard. Leading producers in this sector include GS Paper & Packaging, Muda Paper Mills, and Pascorp Paper Industries. Notably, the industry is increasingly turning to biomass as a feedstock for paper production, with companies like Eco Palm Paper pioneering the use of Empty Fruit Bundles (EFB) for paper production.

From 2018 to 2022, the export value of paper and paper products in Malaysia exhibited a fluctuating yet generally upward trend, with a Compound Annual Growth Rate (CAGR) of 19.05% during this period. Although the industry experienced a slight decline in export value in 2020 due to the Covid-19 pandemic, subsequent years saw varying degrees of growth. In 2022, the export value of Malaysia’s paper and paper products reached US$2.19 billion, reflecting a year-on-year increase of 16.82%.

The future of the paper industry in Malaysia appears promising, as the country continues to attract investment interest from top global companies seeking to expand their operations in Malaysia by establishing factories. With the participation of these investors, Malaysia’s paper production capacity is expected to experience exponential growth. The nation is poised to become a significant exporter of paper packaging products in Southeast Asia.

CRI’s predictions indicate that the Malaysian paper industry will continue its growth trajectory, with exports on the rise throughout the 2023-2032 period. CRI anticipates that Malaysia’s export value of paper and paper products will reach US$4.23 billion by 2032, growing at a Compound Annual Growth Rate (CAGR) of 6.8% from 2023 to 2032.

Southeast Asia Paper Industry

Most countries in Southeast Asia do not restrict or ban the import of waste paper for the time being, and zero or low tariffs on imported waste paper. And the low labor costs in Southeast Asian countries attract global paper companies to transfer production capacity to Southeast Asia. Nine Dragons Paper acquired Vietnam’s Zheng Yang paper mill in 2008 and completed the second phase of its Vietnam base expansion in 2017. Nine Dragons Paper also acquired and invested in Malaysian paper mills in 2019 and 2021, respectively, and plans to build a 2.3-million-ton pulp and paper project and ancillary works in Banting, Selangor. Japan’s Marubeni Pillar Corporation also announced investment in new capacity in Vietnam in 2019, with a planned annual production capacity of 350,000 tons of box

Southeast Asia in this report includes 10 countries: Singapore, Thailand, Philippines, Malaysia, Indonesia, Vietnam, Myanmar, Brunei, Laos and Cambodia. With a total population of over 600 million by the end of 2021, Southeast Asia has an overall economic growth rate higher than the global average and is one of the key drivers of future global economic growth.

According to CRI’s analysis, the economic levels of the 10 Southeast Asian countries vary greatly, with Singapore being the only developed country with a per capita GDP of about US$73,000 in 2021. While Myanmar and Cambodia will have a GDP per capita of less than US$2,000 in 2021. The population and minimum wage levels of each country also vary greatly. Brunei, which has the smallest population, will have a total population of less than 500,000 people in 2021, while Indonesia, which has the largest population, will have a population of about 275 million people in 2021.

With the economic development of Southeast Asian countries, the demand for industrial paper, packaging paper and household paper are all expected to rise. CRI expects the paper industry in Southeast Asia to maintain growth from 2023-2032. The strong demand for paper products in Southeast Asia will also boost the paper industry in Southeast Asia.

With the development of China’s economy, the consumption of paper and paperboards has continued to increase, which has promoted the production. China has become the world’s largest producer of paper and paperboards for many years. In 2017, the production volume of paper and paperboards reached 125.42 million tons with an increase of 3.1% YOY. The CAGR was up to 4.9% from 2007 to 2017.
According to CRI’s analysis, waste pulp is the most important raw material for the papermaking industry and plays a crucial role. The demand for waste pulp in the Chinese market is rising, but the recycling volume and the paper quality cannot meet the needs of the industry. Thus, every year China needs to import large amounts of recycled paper. Now it is the world’s largest importer of recycled paper, with the import volume more than 60% in the global trade.
When importing recycled paper, enterprises must apply for import quotas from the Ministry of Environmental Protection and be allowed to import only after the approval. In 2017, a total of 28.1076 million tons of recycled paper import quota were approved. Due to illegal activities permits of some companies were withdrawn. In 2017, the import volume of recycled paper reached 25.72 million tons, decreasing by 9.8% YOY. The import value amounted to USD 21.22 billion, with an increase of 22.8% YOY. The average price of imported recycled paper in 2017 reached USD 824.9/ton, increasing by 36.1% YOY.
In 2017, China’s largest sources of imported recycled paper were the United States, Europe, Japan and Canada. The import volume is closely related to international trade disputes. In the case of disputes with other countries, China Customs would make more restrictive measures to reduce the import volume.
According to CRI’s analysis, the Chinese government has enforced stricter regulations on the import of recycled paper so as to promote the standardized development of the recycled paper industry chain. From Mar. 1, 2018, Regulations on the Environmental Protection of Imported Recycled paper was implemented, which stipulated that the production capacity of enterprises applying for import permits must reach 50,000 tons/year, and that the impurity rate of recycled paper was adjusted from 1.5% to 0.5%. The import quota for recycled paper officially approved is preferentially given to leading enterprises. For example, the three companies of Nine Dragons Paper Co., Ltd., Lee & Man Paper Manufacturing Limited and Shanying Paper account for more than 50% of the total quota, while some small and medium-sized companies cannot even obtain quotas. With the better quality of imported recycled paper at lower prices, the large-scale papermaking enterprises will grow more competitive and the industrial concentration is expected to increase.
According to the CRI, over 30% of the recycled paper needed by China’s papermaking industry come from the overseas. Affected by the new regulations, the total amount of imported recycled paper in 2018 will be 10% to 20% lower than that in 2017. With the falling import volume and stricter standards, the price of recycled paper in the Chinese market may further increase, hence driving up the price of paper and paperboards.
CRI expects that the paper and paperboard output will continue to increase from 2018 to 2022, and the demand for recycled paper will also rise. Since the domestic recycled paper cannot meet the demand of the papermaking industry, the only solution is to increase the imports. From 2019, the import volume of recycled paper will see a rise.

Description
According to CRI’s analysis, with the development of China’s economy and the improvement of living standards, the per capita consumption of paper and paperboard shows an upward trend. Meanwhile, China’s net annual population growth is between 8 million and 10 million, which leads to an increasing demand for paper and paperboard in China and promotes the development of China’s papermaking industry.
However, the papermaking industry is dependent on forest resources which are scarce in China. As China tightens its environmental protection policies and the forest coverage rate decreases, the fiber materials for papermaking are in increasingly short supply. Besides, the labor costs in the Chinese manufacturing sector keeps rising. Therefore, China needs to import a large quantity of paper and paperboard to cover the shortage of domestic capacity.
The Chinese government has set no administrative barriers against paper and paperboard import, e.g. making paper and paperboard exclusive to state-owned enterprises, or introducing import quota administration for paper and paperboard. But import tariffs vary greatly among China’s paper and paperboard imports. For instance, the MFN rate and general rate on the commodity that has the heaviest tax burden is respectively 35% and 100%. The import tariffs on newsprint, kraft paper, etc. are lower with the lowest MFN rate being 2%.
According to CRI’s analysis, the import volume of paper and paperboard in China is rising in recent years. It reached 6.27 million tons in 2018, increasing by 122.30% as compared to 2014. And the import value reached USD 5.53 billion, increasing by 54% as compared to 2014. The reasons for the growing paper and paperboard imports mainly include: (1) The price of imported paper and paperboard is lower than that of domestic counterparts; and (2) the quality of imported paper and paperboard is better than that of domestic counterparts. But market trends vary greatly among China’s paper and paperboard imports. Overall, product segments that have great price differences with domestic counterpart sees faster growth. For example, with the development of Intermedia, the sales volume of newspaper, magazines and other print media is decreasing in China, which brings down the demand for newsprint. However, the import volume of newsprint in China grew by 860% from 2014 to 2018 because the price of imported newsprint was far lower than that of domestic newsprint. In recent years, the demand for liner board keeps rising with the rapid development of the e-commerce and logistics industries. As the import price differed little from the domestic market price, the import volume of liner board in China grew by only 65.10% from 2013 to 2017.
CRI expects that the demand for paper and paperboard imports in China will continue to grow from 2019 to 2023. The major driving forces include the lower average price of imports than domestic counterparts and the sluggish growth in domestic production of paper and paperboard resulting from the shortage of raw materials and the upward costs of labor, land, energy resources and other production factors.
