Philippines Electric Vehicle Industry

The Philippine electric vehicle (EV) market is smaller than its neighbors in the Southeast Asian region in terms of size. However, with changes in energy policy, government incentives for investment and adoption of cleaner technologies, the Philippines EV market has a bright future.

EVIDA LAW INCENTIVIZES DEVELOPMENT OF EV INDUSTRY: In April 2022, the Philippines passed the Electric Vehicle Industry Development Act (EVIDA, Republic Act 11697).The passage of the EVIDA is in line with Philippine policies that seek to ensure the country’s energy security and independence by reducing the transportation sector’s dependence on imported fuels.

The passage of the Act helps the Philippine EV industry to develop more granular guiding regulations to facilitate private sector participation in a level and non-discriminatory playing field. Under the EVDA, all electric and hybrid vehicles will be issued a special EV license plate and will be entitled to tax exemptions. Under the TRAIN Act, also known as the Tax Reform for Acceleration and Inclusion Act (TRAIN), fully battery-powered vehicles will be exempted from 100 percent of the excise tax, while hybrids powered by both fuel and batteries will be exempted from 50 percent of the excise tax.

Import tariff reduction to boost electric vehicle import growth in the Philippines: the Philippine National Economic and Development Authority (PNEDA) passed an executive order on November 24, 2022 that will reduce tariffs on several imported electric vehicles and parts in early 2023. At that time, the authority will temporarily withdraw tariffs on imported EVs for a period of five years, but will not apply to hybrid vehicles. The current 5 percent tariff on electric vehicle parts will be reduced to 1 percent within the same period.

The Philippines’ Department of Transportation (DOTr) is implementing a Public Utility Vehicle (PUV) Modernization Program, a massive transportation initiative that calls for the phasing out of jeepneys (World War II-era jeepneys converted to public transportation) that are at least 15 years old and replacing them with environmentally friendly alternatives. The replacements can be Euro 4 compliant vehicles or electric vehicles. There are nearly 180,000 jeeps in the country that need to be replaced, and the electric vehicle industry is aiming to meet 10 percent of this potential demand.

From 2020-2022, electric vehicle sales in the Philippines are growing year-on-year, with a CAGR of 63.70% from 2020-2022, according to CRI’s analysis. In 2020, only 378 electric vehicles will be sold in the Philippines, and by 2022, this number grows to 1,013, a year-on-year increase of 20.17%.

CRI expects the sales volume of Philippine’s EV to reach 150,800 units in 2032, growing at a CAGR of 59.7% from 2023-2032.

The Philippine electric vehicle market is expected to see rapid growth in the next few years, and CRI anticipates that the Philippine electric vehicle supporting facilities industry, such as charging piles and charging stations, will also see many investment opportunities.

According to CRI analysis, the global electric vehicle market has grown rapidly in recent years. In 2012, the global sales of electric vehicles were only about 120,000, and by 2019 it had reached 2.21 million. In 2020, despite the global outbreak of COVID-19, global car sales dropped by more than 10%. However, global electric vehicle sales in 2020 will still exceed 3.2 million, an increase of more than 40% year-on-year. China is the world’s largest electric vehicle market. In 2012, China’s electric vehicle sales were about 13,000, and by 2019 it had reached 1.21 million. In the first half of 2020, China’s economy has been severely affected by COVID-19, resulting in a decline in electric vehicle sales. Starting from July 2020, China’s electric vehicle market has gradually recovered. In 2020, China’s total electric vehicle sales will reach 1.367 million.

In the global and Chinese markets, electric car manufacturers are divided into two categories. One is traditional car manufacturers such as Toyota, local, Volkswagen, GM, Renault, Ford, BMW, BYD, etc. The other category is emerging companies, such as Tesla, NIO, XPEV, etc. In 2020, Tesla occupied the number one position in the global electric vehicle market with approximately 490,000 sales. Other leading companies include Volkswagen, General Motors, Renault, BYD and so on. According to CRI’s analysis, in 2020, the competitive landscape of China’s new energy vehicles will also change. Tesla, NIO, and XPEV have performed well in the Chinese auto market and the global capital market, while many traditional car companies have not performed well. For example, NIO’s electric vehicles are contracted by JAC and sold only by JAC. However, as of the end of January 2021, the market value of JAC, which has a history of more than 20 years, is less than US$3 billion, while the market value of NIO, which has a history of only 6 years, has reached approximately US$90 billion.
According to CRI analysis, the rapid global growth of the electric vehicle market has benefited from many factors such as government subsidies, fashionable designs, and the popularity of environmental protection concepts.
According to CRI analysis, although the Chinese government has reduced the number of subsidies for consumers to purchase electric vehicles since 2019, for consumers, buying electric vehicles is still more favorable than fuel vehicles. For example, the application fee for a petrol vehicle license in Shanghai, China’s largest city, is more than 100,000 yuan (approximately US$15,000), while the purchase of an electric vehicle can get a license for free. Therefore, more and more Chinese consumers are buying electric vehicles. On December 30, 2019, the completion of Tesla Giga Shanghai in Shanghai, China further marked that China’s electric vehicle market has become a hot spot for competition between global traditional auto companies and emerging auto companies.
According to CRI analysis, there are certain differences between the electric vehicle industry chain and fuel vehicles. On the one hand, there are differences in auto parts, and the electric vehicle industry chain includes power lithium batteries, charging stations and other industrial chain links that are not needed by the traditional auto industry. For traditional car manufacturers, parts manufacturers, and car dealers, if they want to enter the electric car market, they need to conduct comprehensive market research and product design.
CRI predicts that from 2021 to 2025, global sales of fuel vehicles will continue to show a downward trend, while global annual sales of electric vehicles will maintain a CAGR of at least 20%. By 2025, global annual sales of electric vehicles will reach more than 10 million.

Lithium batteries are widely applied to new energy vehicles, 3C products and energy storage batteries. In recent years, the demand for lithium batteries has been growing rapidly, driven by the rapid development of new energy vehicles. A lithium battery is mainly composed of the cathode material, anode material, electrolyte and separator. The separator is a key inner component whose performance determines the battery’s interface structure, internal resistance, etc. and directly affects the battery’s capacity, cycle and safety performance.

China’s lithium battery separator industry began in 2002, developed fast from 2009, and entered a high growth path in 2014 as driven by the prosperity of new energy vehicles. The industry’s market size grew from CNY 1.3 billion in 2013 to CNY 4.25 billion in 2017 at a growth rate over 300%. At present, lithium battery separators are mainly produced by dry process and wet process. Wet-processed separators surpass dry-processed ones in the size and distribution of apertures, mechanical strength and pyrocondensation. Wet processing is increasingly important and has become the direction for separator development as lithium batteries have higher energy density and quality.

The separator has the highest technological barrier among lithium battery materials. Domestic enterprises are proficient in dry process but poor at wet process due to the lack of technical talents. The wet processing of separators in China relies on imported production equipment featured by high prices and expensive debugging. Long certification cycle and stable supply chain are also the barriers against new entrants. As the demand continues to rise, the number of industry players is growing sharply, which leads to more fierce competition and lower product prices. The industry players are rapidly expanding their production capacity, hoping that mass production can help them gain an upper hand in the price competition and seize the market with higher production efficiency and more stable product quality. In 2017, the production capacity of lithium battery separators in China reached 2.7 billion sqm, which was excessive. It is expected to exceed 8 billion sqm in 2022, which will result in more overcapacity.

As domestic manufacturers make technological progress in the wet process, the industry localization will be accelerated and more market opportunities will be created. Domestic-made separators are seeing quality improvement with prices lower than their foreign counterparts. Therefore, lithium-ion battery enterprises prefer domestic-made separators that have higher cost performance. The government policies’ planning for and support to the new energy vehicle industry guarantee the demand growth in the lithium battery separator industry. It is expected that the market size of lithium batterie separators will exceed CNY 20 billion in 2022.

Description
With economic growth and strong policy support, China’s electric vehicle industry has experienced rapid growth. From 2013 to 2017, the production of electric vehicles in China increased from 18,000 in 2013 to 794,000 in 2017 at a compound growth rate of 159.4%, and the sales increased from 18,000 in 2013 to 777,000 in 2017 at a compound growth rate of 157.6%.
The development of charging piles expands as the sales and reserves of electric vehicles grows rapidly in China. From 2013 to May 2018, the number of charging piles in China increased from more than 20,000 to more than 260,000. The number of charging piles in China is increasing rapidly but the growth rate is far behind that of electric vehicles, which means that there is a huge demand for charging piles in China. In 2017, the size of China’s charging pile market exceeded CNY 20 billion.
It is estimated that the sales of electric vehicles will continue to increase in China from 2018 to 2022 with the government’s policy support and the price reduction resulting from cost reduction. Critical to electric vehicles, the development of charging facilities will benefit fully from the fast growth of electric vehicles. The government’s policy support provides the charging pile industry with a plenty of market opportunities. And the immaturity of the industry also gives promise of huge development potential. In addition, the charging pile industry is a new industry that requires constant exploration. According to the NDRC’s Guidelines for Development of Electric Vehicle Charging Infrastructure (2015-2020), the development goal of China’s charging infrastructure is to build 12,000 charging stations and 4.8 million charging piles by 2020 to meet the charging needs of 5 million electric vehicles nationwide. The total investment in charging piles will exceed CNY 184 billion if the number of new energy vehicles reaches 5 million, the production capacity of electric vehicles reaches 2 million, and the total production and sales volume exceeds 5 million in 2020. Therefore, there will be a large growth potential for China’s charging pile market from 2018 to 2022.
