<p>With the development of China&#8217;s economy and rising living standards, the demand for beef in the Chinese market is on the rise. Due to the limited arable land, there is little room for growth in China&#8217;s local beef production, and China needs to import a large amount of beef every year.</p>
<p>In 2021, China&#8217;s total beef imports were 2.333 million tons, up 10.1% year-on-year, and the import value was US$12.49 billion, up 22.7% year-on-year. According to CRI&#8217;s analysis, China&#8217;s beef imports in the first three quarters of 2022 totaled 1,942,900 tons, and the import value already exceeded the previous year&#8217;s annual import amount, reaching US$13.065 billion.<img fetchpriority="high" decoding="async" class="aligncenter wp-image-25065" src="https://www.cri-report.com/wp-content/uploads/2022/11/beef-import-1.jpg" alt="China&#039;s beef import" width="500" height="305" title="Research Report on China&#039;s Beef Import 2023-2032" srcset="https://www.cri-report.com/wp-content/uploads/2022/11/beef-import-1.jpg 696w, https://www.cri-report.com/wp-content/uploads/2022/11/beef-import-1-599x365.jpg 599w, https://www.cri-report.com/wp-content/uploads/2022/11/beef-import-1-250x152.jpg 250w" sizes="(max-width: 500px) 100vw, 500px" /> According to CRI analysis, the average p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of China&#8217;s beef imports in 2018-2022 showed an overall upward trend. 2018 to 2019 average p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of China&#8217;s beef imports up evidence, although the p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of beef imports in 2020 fell slightly, but the change is more stable. 2021 average p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of China&#8217;s beef imports was US$5353.9 per ton, an increase of 11.4% year-on-year.</p>
<p>The average price of Chinese beef imports in the first three quarters of 2022 exceeded US$6,500, reaching US$6,724.45 per ton, up 31.9% year-on-year.</p>
<p>China imports beef from 23 countries in 2021. According to CRI analysis, in 2021, the top five source countries by import volume are Brazil, Argentina, Uruguay, New Zealand and Australia.</p>
<p>he amount of beef imported from these five countries amounted to 1.985 million tons, accounting for 85.1% of the total import volume. The top five source countries by import value are Brazil, Argentina, Uruguay, the U.S. and Australia. 2021 China&#8217;s beef imports from these five countries amount to US$10.65 billion, accounting for 85.3% of total imports.</p>
<p>According to CRI analysis, in 2021, the average price of beef imported from the U.S. was US$7,461 per ton, the highest average price of all beef imports. The average price of beef imported from Latvia is the lowest, at only US$2,423 per ton.</p>

<p>The beef imported into China is mainly frozen beef and fresh or cold beef.</p>
<p>Among them, frozen beef is the main type of beef imported by China, including frozen bone-in beef, frozen boneless beef, frozen whole head and half head beef. According to CRI&#8217;s analysis, in 2021, China imported a total of 2.279 million tons of frozen beef, accounting for 97.7% of the total import volume in that year, and the import value reached $11.89 billion, accounting for 95.2%.</p>

										<content:encoded><![CDATA[<p>With the development of China’s economy and the improvement of living standards, the demand for beef in China is rising. The upward cattle breeding cost makes it difficult to sharply increase the beef output in China. In response to the growing beef consumption, China is importing more beef. From 2013 to 2018, the beef output in China grew from 6,130,900 tons to 6,440,600 tons at a CAGR of only 0.99%, while the beef imports grew at a CAGR of nearly 28.71%.<br />
According to CRI’s market research, the Chinese government’s policies on beef import include restrictions and incentives. On one hand, to control epidemics and support domestic beef industry, the Chinese government bans the import of cattle and cattle products from high-risk countries and regions. On the other hand, it signs trade agreements with some countries to cut the tariffs on beef imports and increase the beef supply in China. The government is strict with the sources of beef imports. Only the countries and regions included in China Customs’ List of Meat Eligible for Export to China from Countries or Regions that Meet the Requirements of Assessment and Review can export beef to China. In Nov. 2019, the list included only 21 countries such as the U.S., Canada, Argentina, Chile and Uruguay.</p>
<p>According to CRI’s market research, the beef imported to China include chilled beef and frozen beef. Frozen beef has been the main stream of China’s beef imports. From 2013 to 2018, the proportion of frozen beef in China’s beef imports stayed above 96%. In 2018, this proportion reached about 98.46%.</p>
<p>China’s beef imports mainly come from Brazil, Australia, Uruguay, New Zealand and Argentina. In 2018, the five countries contributed more than 95% of both the import value and import volume of beef in China.</p>
<p>It was not until Jul. 2017 that U.S. beef was allowed to enter China. Therefore, U.S. beef sells badly in China, and can hardly compete with the beef from countries like Brazil and Australia. As U.S. beef, whether by volume or value, takes up a small proportion of China’s beef imports, the Sino-U.S. trade war has little impact on the export of U.S beef. to China.</p>
<p>According to CRI’s market research, China impose high tariffs and value-added tax on beef imports, and most countries in the world cannot legally export beef to China. Therefore, many enterprises smuggle beef to China. The smuggled beef mainly come from India and Brazil by water transport and road transport. By water transport, the smuggled beef is directly shipped from India and Brazil to China’s coastal ports, and then distributed to all parts of the country. By road transport, the smuggled beef is transported via Hong Kong to Shenzhen, or entered China via the border between Vietnam and Guangxi. In addition to the cheap beef from India and Brazil, Wagyu beef from Japan and other types of high-end beef are also smuggled. Smuggled beef and legally imported beef share similar end consumers, namely, households, catering enterprises and food processing enterprises.</p>
<p>It is expected that the import volume of beef in China will continue to grow from 2020 to 2024.</p>

People&#8217;s demand for beef rises with the development of China&#8217;s economy and the rising income level, which promotes China&#8217;s cattle husbandry and beef cattle slaughter and processing industry. Scattered breeding mode by peasant household is the predominant mode of cattle breeding in China, which is different from the large-scale breeding mode in other countries. The lack of meadow is the major cause. In addition, the predominant small-scale peasant economy in China&#8217;s agriculture and husbandry determines the leading role of scattered breeding mode by peasant household in beef cattle breeding.<br />
China has witnessed the rapid growth of the quantity of slaughtered cattle. During 1991 to 2011, the annual quantity of slaughtered beef cattle reached the historic high 47,750,000 heads from 13,039,000 heads. The rapid growth mainly resulted from the booming slaughter and processing industry in the corresponding period. From 1990 to 2016, beef production in China increased from 1,256,000 tons to 7,170,000 tons. At present, China is the third beef producer after the U.S. and Brazil, with its beef production accounting for over 10% of the global production. In addition, the proportion of China&#8217;s beef production in the national meat production rose from about 5% in 1990 to 8.4% in 2016.<br />
According to CRI, the demand for beef products will keep rising as the livelihood of the Chinese residents rises and their dietary pattern improves. The beef production in China won&#8217;t grow rapidly due to the long period of beef cattle breeding. With the rising income level and the changes of dietary habit of the Chinese residents (the popularization of Western food etc.), the demand for beef per capita will significantly rise in the coming ten years, bringing about the rapid growth. Until the end of 2016, the annual consumption of beef per capita was below 7 kilograms, less than the half of the global level.<br />
According to CRI, the export volume of beef was always larger than the import volume before 2010 because the market p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of beef in China had long been below that of the developed countries. However, the p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of domestic beef rose rapidly since 2010 due to the increasing demand in China. The market p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of beef exceeded 3,000 USD/ton in 2010, which was much higher than that of the international market. The quality of domestic beef was below the international level, thus China began to import a large amount of beef from Canada, Australia, Brazil etc. China has become the net importer of beef since 2012. The net import volume of that year reached 49,000 tons, and the import volume kept rising annually.<br />
According to CRI, the legal import volume of beef in 2016 reached 579,800 tons, increasing by 22.4% compared to 2015, and the import value exceeded USD 2.5 billion. In 2016, the major import sources of beef were Brazil, Uruguay, Australia, New Zealand, Argentina etc. Among that, Brazil was the important legal source, exporting frozen beef to China valued for USD 765 million. The actual import volume of beef is much larger than the legal import volume if the smuggled beef from India, the U.S., Brazil, etc. is taken into account. The actual import volume in 2016 was estimated to be above 1 million tons. In addition, China imports a huge amount of beef sweetbreads every year.<br />
China began to regulate the imported beef when mad cow disease outbreak in 2011. The Ministry of Agriculture of China banned beef from the U.S. after the outbreak of mad cow disease in Washington State in 2003. The import of beef grew rapidly during the ten years when beef from the U.S. was banned. In 2003, the last year that China imported beef from the U.S., the annual import value of beef was only USD 15 million, but the import value of 2016 was over USD 2.5 billion.<br />
On May. 12th, 2017, the officials from the Ministry of Finance and the Ministry of Commerce of China announced the ten consensuses reached by the U.S. and China on agricultural product trade, financial service, investment and energy etc. On top of the list is the consensus that the Chinese government will permit importing beef from the U.S. as soon as possible, no later than Jul. 16th, 2017. The Chinese government announced to suspend the import of beef from Brazil since March, 2017 because of the beef <a href="https://www.cri-report.com/pipeline-safety-market-by-component-solutions-pipeline-monitoring-system-secure-communication-perimeter-intrusion-detection-scada-for-pipelines-and-ics-security-and-services-by-technology-sc/" data-internallinksmanager029f6b8e52c="1440" rel="nofollow noopener" target="_blank">safety</a> problems. According to CRI, the beef imported from the U.S. will strike those imported from Australia, Brazil, etc.<br />
According to CRI, the demand for beef in the Chinese market is estimated to be rising during 2017 to 2021 with the growth of economy. The import volume of beef in China is expected to be increasing due to the limited growth space of the domestic beef production. <p>Before reform and opening up, China&#8217;s cattle industry focused on working cattle instead of beef. Until the early 1990s, economic reform encouraged the enthusiasm of Chinese farmers, which promoted the rapid development of beef cattle industry, beef cattle slaughter industry and beef processing industry.</p>
<p>The breeding mode of live cattle in China is mainly based on the scattered breeding mode, different from the large-scale breeding mode in foreign countries. The major reasons are the deteriorating quality of grassland in China and relatively insufficient grassland resources. What&#8217;s more, this kind of cattle breeding mode is determined by China&#8217;s large population, abundant labor resources, and low p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of agricultural labor force.</p>
<p>In recent years, the fattened volume of live cattle in China rises rapidly. The annual fattened volume of the whole country increased from 13,039,000 in 1991 to 47,750,000 in 2011. With the rapid development of beef cattle slaughter and processing industry in the corresponding period, the beef production increased from 1,256,000 tons in 1990 to 7,000,000 tons in 2015. The CAGR reached 7.11%. At present, China is the third beef producer after the U.S. and Brazil with its beef production volume accounting for over 10% of the global production volume. In addition, the proportion of China&#8217;s beef production accounting for the overall national meat production rose from about 5% in 1990 to 8.12% in 2015.</p>
<p>With the improvement of Chinese residents&#8217; living standard and dietary structure, Chinese residents have gradually formed the consumption concept of purchasing high-quality beef products. Thus the demand for beef has increased significantly. It is very difficult to increase supply of beef by adjusting the breeding scale because of the long breeding period and low reproductive rate. With the continuous enhancement of China&#8217;s national income level and changes of dietary habits (the promotion of western-style food etc.), per capita demand for beef will increase, so that it will stimulate the rapid growth of demand. Now, China&#8217;s annual per capita consumption of beef is less than 7 kg, less than half of the global average.</p>
<p>For a long time, the p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of beef in China has been lower than that of developed countries, with output larger than input. But since 2010, the increasing domestic demand leads to domestic beef p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a>&#8217;s increase. The p<a href="https://www.cri-report.com/vietnams-rice-industry-2016-2030/" data-internallinksmanager029f6b8e52c="1966" title="Research Report on Vietnam&#039;s Rice Industry 2016-2030" target="_blank" rel="noopener">rice</a> of beef in China exceeded 3,000 USD/ton, much higher than that of Canada and Australia. However, the quality of domestic beef is lower than that of many countries such as Canada, Australia and Brazil. China started to import a lot of beef from Australia, Brazil and Canada because of the huge disparity between quality and price and the gap between supply and demand. Since 2012, China has become a net importer of beef. The import volume reached 49,000 tons in 2012. Afterwards, the annual import continues to rise.</p>
<p>According to CRI, the legal import volume of beef in China reached 473,800 tons in 2015, 59% increase than 2014. The value of import surpassed USD 2 billion. The actual beef import volume in China will be much more than the legal import volume if the smuggling beef from India in Chinese market is taken into account. In 2015, Australia, Uruguay, New Zealand, Brazil were China&#8217;s main imports origins of beef. Among them, China imported 156,000 tons of beef from Australia which was China&#8217;s most important legal import origins of beef.</p>
<p>It is predicted that in the next few years, the demand for beef in China will continue to rise. And the import volume of beef will also continue to grow because of the low growth of China&#8217;s beef production. There are a lot of investment opportunities in Chinese market for many global cattle breeding enterprises, beef processing enterprises and beef trade enterprises.</p>
